Toledo licita la concesión del Hub Audiovisual hasta 2075 con canon mínimo

The Regional Ministry of Economy, Business and Employment of the Regional Government of Castilla-La Mancha has opened the bidding process for the private use concession of two public domain plots in the Polvorines park of Toledo for the operation of the Castilla-La Mancha Audiovisual Hub. The announcement is published in the Official Gazette of Castilla-La Mancha no. 202, dated October 21, 2026, via the Resolution of 09/10/2026, from the General Secretariat (reference 2026/7401). Interested companies may submit their proposals until 2:00 PM on November 21, 2026.

The file, number 2026/040748, was approved by Resolution of the Regional Ministry of Economy, Business and Employment of October 8, 2026. This is a patrimonial contract, not a works or service contract, and its award is processed under the competitive bidding regime initiated by the Administration, in accordance with Article 69 of Law 9/2020, of November 6, on the Patrimony of the Regional Government of Castilla-La Mancha. The processing is handled by the Procurement and Patrimony Service of the General Secretariat, located at Avenida de Irlanda, 14, Toledo.

Two plots next to the Navalpino Road

The object of the concession is the private use of two public domain plots located at Carretera de Navalpino, 18, Toledo, exclusively for the operation of the regional Audiovisual Hub. The properties are:

  • Plot D3, with cadastral reference 1031101VK1103B0001XX.
  • Plot V3 Vega Baja, with cadastral reference 1031103VK1113A0001JJ.

The specific characteristics of the land and its use are detailed in the second clause of the Specifications Document, which governs the concession along with the award criteria set out in the twenty-fifth clause.

Validity until 2075 and 25-year extension

The initial term of validity will be counted from the formalization of the contract and will extend until January 21, 2075. This term is subject to extension for a maximum of twenty-five additional years, by mutual agreement of the parties and under the terms of the fifth clause of the specifications. The concession is thus configured as a very long-term patrimonial contract, with a horizon exceeding 48 years from its formalization.

Minimum fee and submission of bids

The successful bidder must pay the Regional Government an occupation and use fee for public domain assets consisting of two components:

  • A fixed annual amount of 1,000 euros during the first three years.
  • A variable amount equivalent to 2% of the operating result before depreciation and taxes, starting from the fourth year of the concession.

The documentation required from bidders is listed in the twenty-sixth clause of the specifications and can be obtained until November 17, 2026, through the Public Sector Procurement Platform (contrataciondelestado.es) and the regional contracting profile. Bids are submitted electronically using the platform’s Bid Preparation Tool, and the enabled contact email is contratacion.empleo@jccm.es (telephones 925266557 and 925286916).

Once the deadline has expired, the Award Committee will open and qualify the documents submitted in three independent, electronically signed envelopes or electronic files: the administrative documentation, the technical proposal subject to value judgment criteria, and the economic proposal with criteria evaluable by formulas. The announcement was signed in Toledo, on October 9, 2026, by the Secretary General, Rafael Ariza Fernández.

The tender clarifies the legal framework for a facility called upon to organize audiovisual activity in the region and to establish its headquarters on public land in Toledo for nearly half a century. For the sector, the calendar is tight: barely a month to prepare technical and economic bids based on a long-term concession specification, with a low fee in the initial phase and linked to results starting from the fourth year.
