Teruel approves the modification of the Detailed Study for block A2

The Teruel City Council has definitively approved the 1st Modification of the Detail Study for block A2 of the Partial Plan for Sector 1 SUZNP “Polígono Residencial Sur”, after partially upholding the objections submitted by a resident. The agreement was adopted by the municipal Plenary in an ordinary session on October 5, 2026, and is published in the Official Gazette of the Province of Teruel number 199, dated October 16, 2026, under official reference 2026-2980.

Plenary Agreement and upheld objections

The Plenary resolved to partially uphold the objections formulated by Ms. María Luisa Lanzuela Corella, regarding those contained in the second and third objections, and to dismiss the remainder of those submitted by her. The decision is based on the reasons set forth in the third legal basis of the proposal report that serves as the foundation for the agreement.

The purpose of the modification is the definition of alignments and gradients that do not affect the structural layout of block A2, as well as the organization of volumes in accordance with the specifications of the current planning regarding above-ground occupation and number of floors, all within the scope of the General Urban Development Plan of Teruel.

Urban scope and affected properties

The modification promoted by Edificio Los Lirios, S.L., with technical documentation drafted by Mr. Francisco Javier Prieto Merino, is processed under file 33/2026/PLANURB. The scope includes the properties resulting from the Reparcelling Project of the Polígono Sur:

• Resulting properties R6, R7, R8, and R9.
• Location: between Calle Antonio Mingote and Calle Baltasar Gracián.
• Sector: Sector 1 SUZNP “Polígono Residencial Sur”, block A2.

Procedures, notifications, and appeals

The agreement provides for a series of actions following the definitive approval:

• Publish the agreement in the Official Gazette of the Province indicating the relevant legal actions.
• Notify the agreement to the parties interested in the file, the developers, and the adjacent property owners, if any.
• Forward the agreement and a certified copy to the Provincial Urban Planning Council, in accordance with Article 3 of Decree 52/2002 of the General Deputation of Aragon.
• Send a copy to the Director of the Adaptation and Revision Office of the PGOU of Teruel, the Municipal Architect of the Planning and Management Unit, the Administrative Unit of Licenses, the Architects of the City and Sustainability Area, and the Official College of Architects of Aragon.
• Communicate the agreement to the Territorial Management of the Cadastre of Teruel, in compliance with Article 14-1-c) of Legislative Royal Decree 1/2004, the Recast Text of the Real Estate Cadastre Law.
• Publish the modification on the municipal transparency portal, in the section “Urban Planning/Urban Planning Plans and Urban Agreements/Planning Modifications”, and transfer the digital document to the Architecture Service for its incorporation into the municipal Cartography.

Against this resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Aragon within two months, in accordance with Law 29/1998, of July 13. The announcement is signed in Teruel on October 15, 2026, by delegation of the Secretary General, by the Technician of the Planning and Management Unit Mr. Manuel S. Antón Benayas.

The final approval closes the processing of this modification and clears the urban development of the south of the city, by establishing the alignments and gradients of a key residential block. The agreement directly affects the developers and the owners of estates R6 to R9, who now have a firm regulatory framework for building, and orders the occupancy and the number of floors of the volumes provided for in the current planning.
