This project was published in the Government Procurement Announcement edition as a procurement subject to the World Trade Organization (WTO) Agreement on Government Procurement. The announcement was issued by the Cabinet Office, and the manuscript was prepared by the National Printing Bureau. • Characteristics of the procurement subject, delivery deadline, delivery location: All as per the bid explanation documents
  • Bid bond and contract performance bond: Exempt
  • Preparation of contract: Required

According to the announcement, this project will be conducted via bidding procedures using the Electronic Procurement System, although the submission of bids in paper format is also permitted.

Unified Qualification for All Ministries and Agencies and Competition Participation Qualification for the Kanto-Koshinetsu Region Required for Bidding

Competition participation qualifications must meet multiple conditions. The announcement lists the following requirements:

  • Must not fall under the provisions of Article 70 of the Budget, Settlement of Accounts and Accounting Order (minors, persons under curatorship, or persons under assistance who have obtained the necessary consent to conclude a contract may fall under special circumstances)
  • Must not fall under the provisions of Article 71 of the same Order
  • Must be rated as grade “A”, “B”, “C”, or “D” in “Sale of Goods” under the FY2025, 2026, and 2027 House of Representatives Competition Participation Qualifications (Unified Qualification for All Ministries and Agencies) and possess competition participation qualifications for the Kanto-Koshinetsu region
  • Must not be subject to suspension of nomination based on the “Handling of Suspension of Nomination, etc. Regarding Contracts for Goods, etc. under the Jurisdiction of the House of Representatives” (Decision of the Secretary-General dated June 25, 2014)

Those wishing to participate must submit the documents specified in the bid explanation documents in advance. After the Expenditure Burden Officer reviews the submitted documents, only those judged as eligible will be subject to bidding. Bids submitted by those who do not possess the qualifications indicated in the announcement or who have failed to fulfill the required obligations will be considered invalid.

Successful Bidder Selection Method and Pricing Concept

The method for determining the successful bidder is a system where the bidder who submits a valid bid at the lowest price within the limit of the estimated price, prepared based on the provisions of Article 79 of the Budget, Settlement of Accounts, and Accounting Order, shall be the successful bidder. Regarding the bid amount, the amount equivalent to 100/110 of the estimated contract amount shall be stated; upon determination of the successful bid, the amount resulting from adding an equivalent of 10% to the stated amount (fractions less than 1 yen are rounded down) will be the final contract price. It does not matter whether the operator is a taxable entity or a tax-exempt entity regarding consumption tax and local consumption tax.

This matter is a procurement of goods ordered by the General Affairs Department, which oversees the accounting operations of the House of Representatives. As it has been announced as subject to the Government Procurement Agreement, bidding opportunities are equally open to both domestic and foreign IT vendors. For operators holding the unified qualification grade for “Sale of Goods” and competitive participation qualifications for the Kanto/Koshinetsu region, obtaining the instructions by December 9 and the December 18 noon deadline serve as the practical turning points.
