Talavera la Real abre tres bolsas de trabajo para limpieza y pintura

The Talavera la Real City Council has opened the application period to establish three job banks for temporary labor personnel: municipal building cleaning operators, public road cleaning operators, and painting operators. The rules and the call for applications were approved by Mayoral Resolution 2026-0919, dated October 14, 2026, and are published in the Official Gazette of the Province of Badajoz number 201, this Tuesday, October 20, under Announcement 4133/2026. Interested parties have 10 business days, counting from the day following the publication of the announcement in the BOP, to submit their application.

Framework: Personnel Urgency and Local Employment Plan

The City Council justifies the call based on the “need and urgency” to have personnel for the temporary coverage of several professional categories. The job banks are created in accordance with the City Council’s Local Employment Activation Plan, approved under Royal Decree-Law 32/2021, of December 28, on urgent measures for labor reform, and published in BOP number 149, of August 6, 2026.

The three called categories belong to Group AP and do not require specific qualifications: it is sufficient to meet the general requirements of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Basic Statute of the Public Employee. The validity of each job bank is extendable, meaning new workers may be incorporated in successive calls and the status of those already on the list may be updated.

A Practical Test of Ten Questions

The process is resolved through a competitive examination system, with a single practical test consisting of a written questionnaire of 10 multiple-choice questions based on the syllabus in Annex I, with only one correct answer per question:

  • It is scored from 0 to 10, at a rate of 1 point per correct answer; blank questions are not valued.
  • A minimum of 5 points is required to pass the test.
  • The syllabus consists of eight topics on utensils, products, sweeping and painting systems, waste removal, safety and hygiene, and accident prevention.

The Selection Committee will be composed of five members—a president, three members, and a secretary, with voice and vote—with an equal number of alternates, all of whom are public employees.

In the event of a tie, social criteria are applied, which must be documented and submitted along with the application:

  • 1 point for applicants between 25 and 45 years old, a range not covered in the 2026 Municipal Collaboration Program.
  • 3 points for more than six months of uninterrupted unemployment and 2 points for more than three months, proven with a certificate from the SEXPE.
  • 1 point for two cohabiting children and 2 points for three or more.
  • 2 points for victims of gender-based violence, sexual violence, or sexual harassment or harassment based on sex.
  • If a tie persists, it will be resolved by lottery.

Electronic office and general registry

Applications are addressed to the mayor, Manuela Sancho Cortés, and are submitted through the municipal electronic office (https://talaveralareal.sedelectronica.es) or at the general registry of the City Council during office hours, as well as through the channels of article 68 of Law 39/2015, of October 1. They must be accompanied by an ID (DNI), a sworn statement of not incurring any cause of incapacity or incompatibility, and the supporting documentation for the tie-breaking criteria.

Once the deadline has ended, the Mayor’s Office will issue a resolution with the lists of admitted and excluded applicants, published on the notice board and on the municipal website; excluded applicants will have 5 business days to rectify their status. The remaining publications of the file will be disseminated via the electronic office.

Telephone call and obligations upon being hired

Calls will be made by telephone, with two attempts at different times in the morning; if there is no response, the next person on the list will be contacted. The selected person must present, within a maximum period of 5 business days, their ID (DNI), Social Security number, third-party registration for payroll payment, and a sworn statement regarding compliance with article 56.1.b) of the Basic Statute.

The refusal of an offered position is only considered justified —maintaining the position— due to childbirth, maternity leave or similar situations, illness, or the exercise of a representative public office; any other scenario relegates the applicant to the last place in the pool.

The call for applications arrives in a municipality of slightly more than 5,000 inhabitants where temporary municipal employment is a gateway to the labor market for local job seekers, who have barely two weeks to gather the documentation and prove the social merits that will decide the ties.
