Tórtola de Henares approves the final list for three laborer positions
Por FactBox Admin

The Tórtola de Henares City Council has finalized the proposal of approved candidates to fill three positions for Multi-Service Laborer and has established the composition of the job pool, consisting of twelve people. This is done through the Mayor-Presidency Resolution No. 2026-0454, of October 29, 2026, published in the Official Gazette of the Province of Guadalajara (BOP) No. 211, corresponding to Wednesday, November 4, 2026.
The resolution ratifies the agreements adopted by the Qualifying Board, including the dismissal of the appeals presented against the grades of the second practical exercise, and finalizes the list of approved candidates from the selection process for the provision, via competitive examination, of three positions for Multi-Service Laborer of Permanent Labor Staff, Subgroup C2, convened by the council itself under file 80/2026.
The full text of the resolution and the breakdown of the final grades are available to interested parties on the Notice Board and on the Electronic Office of the Tórtola de Henares City Council.
The three proposed candidates, in order of score
The Qualifying Board proposes the hiring of three candidates, ordered by strict final score achieved:
- Pablo José Martínez Olmeda, 7.33 points.
- Francisco José González Gómez, 7.32 points.
- José Carlos Alda Lucía, 6.02 points.
The differences between the first two are minimal, barely one hundredth, while the third approved candidate is more than one point behind both.
A job pool with twelve members and four-year validity
The Multi-Service Laborer Job Pool, intended to cover temporary staffing needs, is composed first by the only approved candidate who did not obtain a position and, subsequently, by the eleven candidates who did not pass the second exam, the latter ordered by their average grade from the examination phase:
- Pablo Peceño Serrano.
- Eduardo García Alcocer.
- Ricardo Aragón Pividal.
- Nuria Montero Sacristán.
- Juan José Cruz González.
- Víctor Calveche García.
- Juan José Bartolomé Nieto.
- Carlos Ginés Centenera.
- Juan Carlos Plaza Blas.
- Adrián Martínez Pomeda.
- Santiago Martín López.
- Juan José Alcoceba Gómez.
The validity of the pool will be four years, counted from the day following the publication of the Mayor’s resolution approving its constitution.
Twenty business days to prove requirements
In accordance with Clause Eight of the call for applications, the proposed candidates have a period of twenty business days, counting from the day following the publication of the resolution on the Notice Board and the Electronic Office, to submit the documentation proving the requirements demanded in the regulatory bases to the General Registry of the Corporation. If any candidate fails to submit the documentation within the deadline or does not meet the requirements, their exclusion will be agreed upon and the proposal will pass to the next candidate in order of score who has passed the competitive examination phase.
Pursuant to Article 52.2.a) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, the resolution exhausts the administrative route, therefore interested parties may alternatively file:
- An optional appeal for reversal (recurso potestativo de reposición) before the Mayor’s Office-Presidency of the City Council of Tórtola de Henares, within a period of one month, according to Articles 123 and 124 of Law 39/2015, of October 1.
- A contentious-administrative appeal before the Court of First Instance, Contentious-Administrative Section of Guadalajara, within a period of two months, pursuant to Article 46.1 of Law 29/1998, of July 13.
The document appears signed in Tórtola de Henares on October 30, 2026, by the mayor, Ana Isabel Monge Álvarez.
The publication closes the selection process and clears the way for the incorporation of three permanent workers into the council, while simultaneously organizing the reserve list for four years, which the City Council will use to cover leaves and temporary needs. For the twelve members of the pool, the announcement represents a prolonged expectation of hiring; for the three successful candidates, the twenty-business-day period opens the final phase before taking office.
