Tàrrega appoints two interim officials for management and human resources

The Tàrrega City Council has agreed to the appointment of two interim civil servants to fill job positions within the municipal administration. The decision, signed by Mayor Rosa Maria Perelló Escoda, was formalized through two mayoral decrees and is published in the Official Gazette of the Province of Lleida number 161, dated August 24, 2026, in edicts 7184 and 7185.

The two appointments derive from the job banks established after resolving the selection processes published in BOP number 190, dated October 7, 2025. The publication is made in accordance with Article 82 of Decree 214/1990, of July 30, which approves the Regulations for personnel in the service of local entities in Catalonia.

Appointment of general administration technician

Through Mayoral Decree 2026/918, dated August 7, 2026, Ms. Gemma Morell Cases is appointed as an interim civil servant for the execution of the temporary program “Program for modernization, strategic planning, and regularization of public procurement of the Tàrrega City Council”, in accordance with Article 10.1.c) of the Recast Text of the Basic Statute of Public Employees.

• Job position: senior administrative management technician, on a full-time basis.
• Effects: from August 24, 2026, and until, at most, August 23, 2028.
• Early termination: upon completion of the program, disappearance of the needs justifying it, or other legally provided causes.
• Job bank: approved by agreement of the Local Government Board PRP2025/2898, dated November 18, 2025, valid until November 7, 2027 (file 001/2025/7757/G116).

Appointment of middle human resources technician

Through Mayoral Decree 2026/920, also dated August 7, 2026, Ms. Cèlia Vall Farré is appointed as an interim civil servant to fill a vacant position for a middle human resources technician.

• Vacant position: code 10-123-2, classified in group A2 of professional classification, in accordance with Article 76 of the TREBEP.
• Scale: General Administration, management sub-scale.
• Job position: human resources technician, code 10-20400-1, full-time.
• Effects: from September 9, 2026.
• Job bank: approved by agreement of the Local Government Board PRP2025/3015, dated December 2, 2025, valid until November 18, 2027 (file 001/2025/7807/G116).

Regulatory framework and procedure

All appointments are framed within the regulation for the temporary occupation of job positions reserved for civil servants, and are published to provide official publicity to the agreements adopted. The filling of the human resources position is provisional, until its definitive provision, while the appointment of the general administration technician responds to a temporary program for the modernization of public procurement.

The edicts, signed in Tàrrega on August 20, 2026, incorporate the secure validation code for electronic verification at the municipal electronic office. With these additions, the Tàrrega City Council reinforces administrative and personnel management at a time of consolidation of its job banks, a relevant fact for the citizenry as it guarantees the continuity and quality of municipal services.
