Soutomaior reorganizes personnel: retires one operator and creates a forestry supervisor position

The Plenary of the Soutomaior City Council definitively approved on October 16, 2026, the modification of the municipality’s Establishment of Positions (file 1068/2026), a reorganization that renames the position of works foreman, amortizes a vacant position for a general services operator, and creates a permanent labor staff position for forestry coordination, gardening, and the environment. The agreement is published in full in the Official Gazette of the Province of Pontevedra (BOPPO) no. 206, Monday, October 26, 2026, in the Local Administration section, along with the attached table describing all council positions.

The modification was initially approved in the Plenary on July 31, 2026, and was subject to public consultation via an announcement published in BOPPO no. 150, on August 7, 2026. In the session on October 16, the Plenary resolved the allegations presented during that process and gave final approval to the text, which is published in compliance with Article 127 of the Revised Text of the legal provisions in force regarding the Local Regime, approved by Royal Legislative Decree 781/1986, of April 18.

The resulting list is organized into three areas—General Administration, Territory, and Citizenship—and details for each position the classification group, the type of link, the staffing, the destination supplement level, the specific supplement, the scale, the minimum required qualification, and observations regarding availability or working hours. The announcement bears the signature of the mayor-president, Manuel Antonio Lourenzo Sobral.

Three changes in the personnel framework

The approved modification is materialized in three operations on the current Establishment of Positions:

• Renaming: the position of “General services foreman” becomes “Works foreman,” with an update of its functions and without alteration of its remunerative conditions.
• Amortization: the vacant position of “General services operator” is suppressed.
• Creation: the position of “Forestry services, gardening, and environment foreman” is established, as permanent labor staff, group III and level 18.

The newly created position is located in the Department of Urbanism and Environment, with code 02.01.03, with a staffing of one position and a labor link. The attached table places it in group III, with a destination supplement of level 18, a specific supplement of 12,073.75 euros, and a minimum qualification of higher technician or equivalent, with special availability and the indication that it is a vacant position.

File of the affected positions

The renamed position of works supervisor is framed within the Department of Works and Services, with code 02.02.01, employment link, group V, a single allocation, destination supplement level 14, specific supplement of 12,073.75 euros, school certificate as minimum qualification, and special availability. The update of functions does not, therefore, change its economic file: it maintains exactly the same specific supplement as the new forestry position.

In the same Department of Urbanism and Environment, the position of “Gardening Operator” (code 02.01.04) is preserved, with two places, group V, destination supplement 14, specific supplement of 6,237.00 euros, and school certificate, also with special availability. The amortization, on the other hand, applies to the vacant position of general services operator, which does not appear in the new table.

Appeals against the agreement

The plenary agreement ends the administrative route, therefore the interested parties have the following means of challenge:

• Optional appeal for reversal before the City Council Plenary, within a period of one month from the day following the publication in the BOPPO, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
• Contentious-administrative appeal before the competent Contentious-Administrative Court, within a period of two months from the day following the publication, in accordance with article 46 of Law 29/1998, of July 13.

The announcement warns that, if the optional reversal is chosen, the contentious-administrative route cannot be pursued until the former is expressly resolved or its dismissal occurs by silence.

The reorganization directly affects the internal organization of a medium-sized council and arrives at a moment of movement in the personnel area: the same issue of the BOPPO includes the call for two administrative assistant positions. The amortization does not reduce effective personnel, because the suppressed position was vacant, while the creation of the forestry and gardening positions provides fixed coverage for an area —the management of forests and green zones— that until now depended on other figures of the RPT.
