South Korea Approves Revised Plan for Boseong to Imseongri Railway Line

The Ministry of Land, Infrastructure and Transport has approved a revision to the implementation plan for the Boseong–Imseongri railway construction project, adjusting the land it will expropriate and use along the 82.523-kilometre single-track line in South Jeolla Province. The approval is published as Ministry Notice No. 2026-529 in the Official Gazette (관보) No. 21334 of 6 October 2026, in the notices section. The change updates the parcel schedule annexed to the plan and affects landowners in Boseong, Jangheung, Gangjin, Haenam, Yeongam, Muan and Mokpo.

The revision was issued under Article 9(8) of the Railroad Construction and Railroad Facility Maintenance Act and Article 14(3) of its enforcement decree, and signed by the Minister of Land, Infrastructure and Transport on 6 October 2026. It amends a plan first notified in 2005 and revised repeatedly, most recently by Ministry Notice No. 2026-276 of 17 June 2026. The total project cost is unchanged at 1.6489 trillion won (16,489억원), and the implementation period runs from 2 November 2005 to 31 December 2026.

Land to be expropriated and used

Only the land figures change; the project outline, cost and schedule are unchanged.

  • Expropriation (수용): 2,782,139.3 ㎡ to 2,792,086.5 ㎡, an increase of 9,947.2 ㎡.
  • Use (사용): 316,067.5 ㎡ to 255,616.0 ㎡, a decrease of 60,451.5 ㎡.
  • The detailed parcel schedule (토지세목조서) listing location, lot number, land category, area, owners and other rights is annexed and has been updated.

The line and its structures

All technical elements are carried over unchanged from the previous notice.

  • Length: 82 km 523 m, single track; earthworks 41,340.17 m.
  • Bridges: 11,857.16 m at 37 locations; tunnels: 29,325.67 m at 25 locations.
  • Stations: 7; signal box: 1 (Miryok); substation buildings: 9.
  • Electrification and systems: catenary 204.080 km, power facilities 495.755 km, transmission line 4,040 m, ATP signalling 82.5 km, optical cable 165.0 km.

Stations and affected districts

Seven stations are planned, all unchanged, with the following sites:

  • Sinboseong (Boseong-eup, Boseong County), Jangdong (Jangdong-myeon, Jangheung County), Jeonnam Jangheung (Jangheung-eup), Gangjin (Gangjin-eup), Haenam (Gyegok-myeon, Haenam County), Yeongam (Haksan-myeon, Yeongam County) and Imseongri (Okam-dong, Mokpo).

The route passes through Boseong County (Miryok-myeon, Boseong-eup), Jangheung County (Jangdong-myeon, Jangheung-eup), Gangjin County (Gundong-myeon, Gangjin-eup, Doam-myeon), Haenam County (Gyegok-myeon, Okcheon-myeon), Yeongam County (Miam-myeon, Samho-eup, Haksan-myeon), Muan County (Illo-eup, Samhyang-eup) and Mokpo City (Okam-dong, Seokhyeon-dong, Honam-dong, Sanjeong-dong).

Inspection of the plan

  • Viewing location: Korea National Railway Honam headquarters, telephone 062-602-5332.
  • Viewing period: throughout the implementation period.
  • Project operator: the President of Korea National Railway, 242 Jungang-ro, Dong-gu, Daejeon.
  • Urban and county management plan decisions and the topographic map notice are unchanged.

The revision matters to residents along the corridor because it redraws which parcels fall inside the expropriation and use boundaries, and therefore which owners will be compensated or asked to grant rights over their land. Because the annex is a parcel-by-parcel schedule, owners in the seven listed districts should check the updated land schedule and the viewing arrangements before the project period closes at the end of 2026.
