The Ministry of National Education (MEN) and the Ministry of Higher Education, Research and Space (MESRE) are issuing a vacancy notice for the position of Deputy Director of library, engineering, administrative, technical, pedagogical, social, and health personnel, to be filled on October 1, 2026. The notice, signed by the Prime Minister, is published in the Official Journal of the French Republic No. 0212 of September 11, 2026, under reference NOR PRMG2623754V.

The position is attached to the General Directorate of Human Resources (DGRH) of the central administration, within the General Secretariat. It is based at 72, rue Regnault, 75013 Paris, with a move planned from 2028 to the new site in Gentilly.

A strategic position for the HRM of non-teaching staff

The deputy directorate is responsible, for these personnel, for legal expertise, statutory and indemnity issues, as well as the provisional management of staffing and careers. It ensures the management of centralized acts and the steering of decentralized management, determines disciplinary policy, and manages sanctions for personnel whose management remains centralized.

It also contributes to the contractual policies of higher education and research by providing human resources expertise and participating in the management dialogue conducted with institutions and research organizations.

The deputy directorate is composed of seven departments:

  • the department of provisional management and indemnity policy;
  • the department of legal and statutory affairs;
  • the department of disciplinary policy;
  • the department of administrative, social, and health personnel;
  • the department of engineers and technical research and training personnel;
  • the department of library personnel;
  • the department of technical and pedagogical personnel.

Desired profile and employment conditions

The position would suit a high-level executive demonstrating expertise in team leadership, cross-functional work, and network animation. Previous experience managing a human resources department would be appreciated, as well as practice in social dialogue.

Employment conditions are set out in Articles 11 to 16 of Decree No. 2019-1594 of December 31, 2019, relating to State management positions. The term of office is three years, renewable once, with a six-month probationary period. According to the order of November 23, 2022, the position is classified in the 3rd level of senior positions in the State civil service.

The annual gross remuneration includes:

  • a fixed portion (index-based) between €41,824 and €81,935 per year;
  • a gross variable portion (IFSE) with a regulatory maximum of €77,000 gross per year;
  • an annual indemnity supplement.

Recruitment Procedure and Applications

The procedure is carried out according to the terms set by articles R. 342-1 to R. 342-17 of the General Code of the Public Service and the decree of December 31, 2019. The recruiting authority is the Secretary General of the MEN, MESRE, MSJVA; the authority to which the position reports is the Director General of Human Resources.

The interviewing of preselected candidates is entrusted to a collegial body composed of the Director General of Human Resources, a person holding or having held functions of at least an equivalent level of responsibility, and a representative of the management directorate.

This notice illustrates the ministry’s desire to strengthen the human resources management of non-teaching staff, in a context of ongoing statutory reforms, modernization of indemnity schemes, and deepening of university autonomy regarding HRM.
