Soria licita la churrería navideña de Mariano Granados por 1.444,5 euros

The Soria City Council has opened a public tender for the authorization to occupy public roads with a mobile churrería stall during the upcoming Christmas holidays, between December 3, 2026, and January 6, 2027, in Plaza Mariano Granados. The announcement of the regulatory conditions is published in the Official Gazette of the Province of Soria (Boletín Oficial de la Provincia de Soria) no. 125, dated October 30, 2026, with the official reference BOPSO-125-30102026, and establishes a minimum bidding fee of 1,444.5 euros upwards.

The call for tenders stems from Resolution 2026-1380, of October 27, 2026, which approves the conditions for the authorization of special normal common use of public domain. It is signed by the Councilor for Economic Development and Employment, Javier Muñoz Expósito, by virtue of the delegation of powers agreed upon by Mayoral Resolution on June 23, 2023. The City Council justifies the publicity of the procedure based on the principles of freedom of access to competition, publicity, transparency, non-discrimination, and equal treatment.

A special common use of the public domain

The occupation is classified as special common use of the public domain in accordance with Article 75 of the Regulations on Assets of Local Entities (RBEL), and the activities to be developed do not have the nature of a public service. The award will be carried out under a competitive regime, in accordance with Article 92.1 of the Law on the Heritage of Public Administrations (LPAP), and will be granted to the bidder who submits the most advantageous economic offer. If the successful bidder withdraws, renounces, or fails to pay the deposit within the deadline, it will be awarded to the next person on the list ordered by the best offer.

The regulatory framework is completed by the Municipal Ordinance Regulating Sales carried out outside of a permanent commercial establishment of the Soria City Council (BOP no. 31, of March 13, 2024), Fiscal Ordinance no. 15, and the Regulatory Ordinance for traffic, parking, circulation, and Road Safety (BOP of October 25, 2004).

A 12.5 square meter stall next to the parking lot wall

The successful bidder will install a stall of a maximum of 5x2.5 meters, i.e., 12.5 square meters, in the area indicated by the City Council within the square, next to the concrete wall that delimits the entrance to the underground parking lot with Calle Ferial. The stall must be placed as close to the wall as possible, without allowing passage behind it, and will remain fixed throughout the entire period of stay. The vehicle may only enter for transport, placement, and removal, following the instructions of the Local Police.

  • Auxiliary elements —tables, chairs, awnings, signage, tanks, cabling, or storage— are not permitted outside the authorized perimeter.
  • No type of anchoring on the pavement is allowed.
  • The stall must be decorated with a Christmas theme throughout the entire period.
  • The City Council may modify the location due to unforeseen circumstances, without right to compensation.

Minimum fee, deposit, and submission deadline

The economic regime requires the successful bidder to pay the public domain occupation fee, with an upward bidding rate of 1,444.5 euros as the minimum fee. Offers lower than this figure or proposals that do not indicate a specific amount will not be accepted. Payment shall be made prior to the formalization of the authorization, via self-assessment within the five days preceding the start of the holiday period.

  • Deposit: 200 euros, to be deposited within 5 calendar days following the communication of the proposal report.
  • Submission of offers: 10 days from the day following the publication of the announcement, i.e., from October 31, 2026.
  • Submission method: municipal electronic office (soria.sedelectronica.es) or in-person municipal registry.
  • Documentation: economic offer, DNI or CIF, certificates of being up to date with the Tax Agency and Social Security, registration in the IAE for street vending, civil liability insurance, food handling training, registration in the Sanitary Registry, and extinguisher inspection certificate.

Permitted activity and obligations of the holder

The activity is limited to the sale of products prepared at the stall: churros, porras, lazos, french fries, hot dogs and similar, waffles, chocolate, and non-alcoholic beverages. The sale of any other product or beverage is prohibited. The holder must dismantle all installations before 5:00 PM on the day following the last authorized day and leave the space clean, with waste collection within a two-meter radius.

The electricity and water supply, the corresponding certificates and authorizations, civil liability insurance, and fire extinguishing equipment shall also be at their own expense. The authorization is personal and non-transferable, cannot be assigned or leased, is understood to be signed at the risk and venture of the successful bidder, and does not permit the use of acoustic devices.

The call comes with the Christmas campaign just around the corner and affects one of the highest-traffic areas in the center of the Soria capital, so the offer submission calendar —ten days from October 31— is particularly tight for professionals in the street vending sector. The City Council does not participate in the financing of the activity nor does it guarantee any minimum collection or yield.
