Soria announces two vacancies for center gatekeeper via open competitive examination

The Soria City Council has opened the selection process to permanently fill two positions for center caretaker, belonging to the labor staff and corresponding to Group V. The specific rules were approved by the Local Government Board in an ordinary session on September 11, 2026, and are published in the Official Gazette of the Province of Soria no. 111, dated September 23, 2026, with the official reference BOPSO-111-23092026.

Regulatory Framework and Origin of the Positions

The positions are vacant in the municipal Job Position List and are included in the 2023 Public Employment Offer (BOP no. 123, dated December 20, 2023) and in the 2024 Public Employment Offer (BOP no. 2, dated January 8, 2025). The process is governed by the general rules for the selection of labor personnel approved by the Local Government Board on February 21, 2025, and published in BOP no. 29, dated March 12, 2025.

The call is supported by Article 77 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and Royal Decree 364/1995, of March 10, among other applicable regulations. The selection system is that of open competition and the number of positions may be increased by vacancies that occur before the application deadline expires.

Deadline, Applications, and Fee

  • Deadline: 20 business days starting from the day following the publication of the summary of the call in the Official State Gazette.
  • Submission: exclusively by electronic means, through the municipal electronic office (https://soria.sedelectronica.es).
  • Examination fee: 10 euros, in accordance with Article 4 of Tax Ordinance no. 42.
  • Exemptions: persons with a disability equal to or greater than 33% and unemployed job seekers for at least three months prior to the publication of the call.
  • Bonuses: large families of general category (50%) and special category (100%), victims of gender-based violence, victims of terrorism, and single-parent families (50%).

Applications submitted on paper will be ineffective, and the failure to pay the fee within the deadline will result in definitive exclusion from the process.

Requirements and Selection Test

Applicants must meet, among other requirements, Spanish nationality or the cases set out in Article 57 of the Basic Statute, be at least 16 years old and not exceed the maximum compulsory retirement age, and hold a graduate degree in Compulsory Secondary Education, a schooling certificate, or equivalent. They must also prove functional capacity and not be in a situation of disqualification or disciplinary separation.

The process consists of a single eliminatory exercise: a theoretical-practical questionnaire of 40 questions with four alternative answers, with five reserve questions, to be completed in 45 minutes. Each correct answer scores 0.25 points and each error subtracts 0.08; individuals who do not reach 5 points are eliminated. The syllabus, consisting of 12 topics, is listed in Annex I and includes public attention, correspondence and parcels, and notions of maintenance for municipal buildings and schools.

Tribunal, employment pool, and destination

The selection body will be a Selection Tribunal composed of a president, three members, and a secretary with voice and vote, whose appointment will be published along with the provisional list of admitted and excluded candidates. Ties will be resolved by the first letter of the first surname, starting with the letter “B”, according to the draw by the State Secretariat for Public Function published in the BOE on July 3, 2026.

Those who pass the exercise without being proposed for hiring will be integrated into the category’s job pool for the temporary coverage of positions. Proposed individuals will have 20 business days to submit the documentation and must pass the medical examination of the municipal prevention service before signing the contract as permanent labor personnel. The rules are signed in Soria on September 18, 2026, by the Mayor, Javier Cacho Antón.

The call opens a path to stable public employment in the capital of Soria with a limited syllabus and a single exercise, which reduces the preparation load and expands access to job seekers without higher education degrees. The deadline, however, is conditional upon the publication of the extract in the BOE, so interested parties must follow that announcement to avoid missing the electronic registration window.
