Solsona i Cardona call for a local employment and development agent

The Solsona City Council has approved the specific rules and the call for the selection process for the temporary coverage of a position for an employment and local development agent (AODL) assigned to the Local Development Agency of Solsona and Cardona. The agreement of the Local Governing Board of August 31, 2026, is published in the Official Gazette of the Province of Lleida no. 178, of September 17, 2026, with the official reference BOP-2026_0_178_7689 (pp. 1-15). The deadline for submitting applications is twenty business days starting from the day after the publication of the announcement in the gazette.

The position is created and funded solely to respond to temporary and non-structural needs derived from the execution of the program “Support for innovation in people and talent management in small businesses,” and is subject to obtaining funding from the Employment Service of Catalonia (SOC), the validity of the program, and budget availability. The rules are interpreted in accordance with Resolution EMT/2642/2026, of July 17, which opens the 2026 call for grants for the activities of the Local Development Support Programs.

Characteristics of the job position

The appointment is proposed as an interim civil servant for the execution of a temporary program, in accordance with article 10.1.c of the TREBEP, and does not entail incorporation into any structural position nor generate any expectation of stabilization. The duration is limited by the completion of the program, the loss of funding, or the expiration of the applicable legal term.

• Regime: interim civil servant for the execution of a temporary program.
• Subgroup: A2, destination supplement level 18.
• Assignment: Local Development Agency of Solsona and Cardona.
• Dedication: 100% to the program, ordinary full-time workday of the Solsona City Council.
• Specific supplement: 9,630.25 euros per year.
• Internship or trial period: three months, with a reasoned evaluation by the designated responsible person.

Requirements and selection system

The process is resolved by competitive examination (concurs-oposició) in the open call, with a theoretical-practical test and an assessment of merits, and a maximum total score of 100 points. The theoretical-practical test is worth up to 70 points and requires a minimum of 35 points to pass; the merit phase grants up to 30 points and includes a personal interview of a maximum of 7 points.

• Qualification: official university degree, preferably in psychology.
• Language: accreditation of Catalan level C1 or equivalent; mandatory and eliminatory test if not accredited.
• Age: must have reached sixteen years of age and not exceed the maximum compulsory retirement age.
• Participation fee: 20.00 euros, with a discount for persons accredited as DONO (unemployed job seeker).
• Submission: standardized form at the municipal electronic office, at the general registry, or through any of the means specified in article 16.4 of Law 39/2015.

Functions and job bank

The mission of the position is to provide specialized technical support to small businesses in SolCar in the management of people and talent, in coordination with the Connectem Service and other socioeconomic agents in the territory. Functions include raising awareness among business owners through talks and workshops, adapting competency-based management materials, performing rapid diagnoses of labor climate and turnover, supporting the implementation of tailored actions, detecting vacancies and referring them to the Connectem Service, and preparing reports and files for technical and economic justification before the SOC.

Persons who pass the process and are not initially appointed will join a specific job bank for the program, valid for two years from the publication of the final list. Calls will be made in strict order of score, with communication via email and telephone and a 24-hour deadline to accept or reject the offer.

The syllabus for the call consists of 20 topics, covering local public employment, the Employment and Local Development Agents Program, the Local Development Action Plan for Solsona, Cardona, and Solsonès 2019-2030, competency-based selection, and talent management in small businesses. The announcement is signed by Judit Gisbert i Ester, mayor-president, dated September 14, 2026.

This call opens a pathway to public employment in the Solsonès region and reinforces the technical structure of the local development agency, with a profile oriented toward improving people management in small businesses and connecting the territory’s hiring needs with job seekers.
