Siles approves its 2026 Public Employment Offer with two positions

Siles aprueba su Oferta de Empleo Público de 2026 con dos plazas

The Siles City Council (Jaén) has approved its Ordinary Public Employment Offer for the year 2026, which includes two new entry positions: one for civil service personnel and one for contractual staff. The call was adopted via Mayoral Resolution 2026-0705, dated September 18, 2026, and is published in the Official Gazette of the Province of Jaén number 185, dated September 23, 2026, in the Local Administration section, with the official reference 2026/4419.

The announcement is signed by the mayor-president, Francisco Javier Bermúdez Carrillo, in his capacity as the highest authority of the council, and is issued using the powers conferred upon him by article 21.1.g of Law 7/1985, of April 2, Regulating the Bases of Local Regime.

The offer is processed under article 70 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, which mandates that personnel needs with budget allocation that must be filled through the incorporation of new entry personnel be subject to a public offer and published in the corresponding official gazette.

Likewise, in accordance with article 37 of the same legal text, the offer has been subject to negotiation in a meeting with the staff of the Siles City Council. The file is based on the prior publication in the Official Gazette of the Province of the corporation’s definitive General Budget for 2026, which includes the summary by chapters of the income and expenditure statements and the personnel roster.

The two offered positions

The resolution includes the following positions in the 2026 Ordinary Public Employment Offer:

  • Civil service personnel: one position for Accounting and Collection Technician, of a civil service nature, assigned to Group A, Subgroup A2.
  • Contractual staff: one position for Preschool Educator, framed within the General Administration scale, Group A, Subgroup A2.

In total, therefore, the offer comprises two new entry positions, both classified in Subgroup A2, one under civil service status and another with a contractual link.

Deadlines and means of appeal

Against the resolution, which ends the administrative route, interested parties may choose between two options:

  • Appeal for Reversal before the Siles City Council itself, within a period of one month from the date of publication. If that month passes without notification of its resolution, it will be understood as dismissed by administrative silence.
  • Contentious-Administrative Appeal before the Contentious-Administrative Court of Jaén, directly and within a period of two months from the day following the publication of the resolution.

In the event of opting for an appeal for reversal, if the dismissal is express, a contentious-administrative appeal may be filed within two months from the resolution and notification; if the dismissal is presumed due to administrative silence, the period shall be six months.

The announcement is made public “for general knowledge” and is dated in Siles on September 21, 2026, bearing the mayor’s signature.

Impact for candidates and for the city council

The publication of the offer paves the way for future selection calls for these two positions, which must still be developed through the corresponding rules and tests. For candidates interested in working in the local administration of the Sierra de Segura, the offer specifies two technical profiles—accounting and collection, on one hand, and early childhood education, on the other—and establishes the temporal and legal framework to which both future calls and any challenges must adhere. For the Siles City Council, the offer formalizes the incorporation of new personnel provided for in its 2026 budget staff.
