Minimum services in 1-1-2 for the November 6 strike
Por FactBox Admin

The Junta de Castilla y León has established the minimum services for the 1-1-2 Emergency Center for the 24-hour strike called by the works council of Ilunion Emergencias, S.A. on November 6. The decision is published in the Official Gazette of Castilla y León number 214, dated November 5, 2026, through the Resolution of November 3, 2026, from the Second Vice-Presidency of the Junta de Castilla y León (reference BOCYL-D-05112026-214-12).
The call affects the 112 center of Castilla y León, located at Paseo Hospital Militar 24, Valladolid, and extends from 00:00 to 23:59 hours on November 6, 2026. The company Ilunion Emergencias, S.A. is the provider of the emergency call handling service.
The 1-1-2 is declared a public service by Decree 302/1999, of December 2, for the purpose of receiving and handling urgency and emergency calls, identifying the type of incident, and transmitting the alarm to the competent public services. Law 4/2007, of March 28, on Citizen Protection of Castilla y León, obliges the regional Administration to guarantee access to the single emergency telephone number, which operates 24 hours a day, every day of the year.
Competence of the Second Vice-Presidency
The resolution is based on Article 40 of Law 21/2002, of December 27, on Economic, Fiscal, and Administrative Measures, which enables the determination of minimum services in the event of a strike in accordance with Article 10 of Royal Decree-Law 17/1977, of March 4, on labor relations. Decree 2/2026, of June 13, on the restructuring of departments, attributes these functions to the Second Vice-Ministry, and Article 10.2 k) of Decree 10/2026, of June 29, assigns the management of the emergency call service via 1-1-2 to the Civil Protection and Emergencies Agency.
The text is based on the proposal report from the Civil Protection and Emergencies Agency and is signed by the second vice-president, M.ª Isabel Blanco Llamas, on November 3, 2026, in Valladolid.
Two criteria for sizing the staff
The annex of the resolution explains that the minimums are calculated using two combined criteria:
- The projected staffing size, obtained using indicators based on values from the same day in previous years, which allow the service to be provided satisfactorily.
- The update of those values with the actual staffing size of the months immediately preceding the strike call, which adjusts the historical series to the current workload of the center.
Distribution by shifts and categories
The scheduling distinguishes six time slots: from 00 to 7, from 7 to 15, from 10 to 18, from 15 to 23, from 18 to 02, and from 23:00 to 23:59 on November 6. For each, percentages are set by professional category:
- Operation: coverage from 66.67% to 100%, with 100% in the 18:00 to 02:00 shift and 85.71% in the final segment from 23:00 to 23:59.
- Supervision: 100% in the 00:00 to 07:00 shift and in the 23:00 to 23:59 segment; 50% in the 07:00 to 15:00, 15:00 to 23:00, and 18:00 to 02:00 shifts, and no minimum for the 10:00 to 18:00 reinforcement.
- Administration: a single minimum of 27.27% in the 07:00 to 15:00 shift.
- Supervision location, press, and territorial delegation assistants: no minimum services in any time slot.
Company obligations and effects
The operative section obliges the providing company to adopt the necessary measures to guarantee compliance with the minimum services and to communicate the designation to the affected workers. Stoppages or alterations by the designated personnel will be considered illegal, and those responsible will incur the liability required under the current legal system. The resolution takes effect from the day of its publication in the Official Gazette of Castilla y León.
The decision affects an essential service that serves the entire population of Castilla y León and channels emergency calls to health, firefighting, police, and civil protection resources. With the strike called for November 6, the percentage of minimums set per shift will determine how many operators and supervisors remain at the Valladolid center during that day, such that any incident in telephone assistance will directly impact emergency response times across the entire community.
