Servicios mínimos de la Junta para la huelga general del 11 de noviembre

The Regional Government of Castilla-La Mancha has established the minimum services that must be maintained during the general strike called for November 11, 2026, in the activity sectors provided through direct management by the regional Administration. The decision was made by the Ministry of Finance, Public Administrations, and Digital Transformation, through the Resolution of 10/29/2026 (2026/7910), published in the Official Gazette of Castilla-La Mancha no. 211, dated November 4, 2026.

The strike has been called by the Trade Union Confederations of Comisiones Obreras, the General Union of Workers (UGT), and Intersindical, among others, and will take place throughout the entire day of November 11. The text warns that several calls specify that the strike also includes the shift prior to 00:00 hours of that day and the shift that begins then and ends the following day.

The resolution is based on Article 28.2 of the Constitution, Article 10 of Royal Decree-Law 17/1977, of March 4, on labor relations, and Article 6.1 of Decree 78/2010, of June 1, which grants the head of the ministry competent in public service matters the authority to determine these essential services. It was signed by Minister Juan Alfonso Ruiz Molina in Toledo on October 29, 2026, and takes effect on the day of its publication.

According to the file, to establish the minimums, the duration of the strike, the specific service of each center, the minimums applied in previous comparable strikes, and the reports from the various ministries and autonomous bodies were weighed, seeking “the fair balance” between the right to strike and other constitutionally protected rights.

Ten sectors declared essential

The annex lists the activities considered essential and the personnel who must remain at their posts:

  • Civil protection: one technical person in the central services, one for each Provincial Delegation, and one technical person from the 112 service in the central services.
  • Document registration, information, cashier, and access control: one person in charge of registration in each provincial delegation and in the Service Delegations of Talavera de la Reina and Molina de Aragón, and one public personnel employee per site.
  • Facilities and industrial security: one technical person in the central services and one per provincial delegation.
  • Public works security: the guard teams in each province for incidents on the regional road network.
  • Centers with live animals and nurseries, official laboratories, conservation and surveillance of artistic heritage, occupational health and safety, and other essential services.

The Emplea Offices will have a director and, in seventeen of them—including Albacete I, Hellín, Alcázar de San Juan, Puertollano, Azuqueca de Henares, Illescas, Talavera I, and Villacañas—a person in charge of registration and basic assistance for job seekers.

Residences, laboratories, and computer systems

The care block is the most extensive. The Base Centers of Albacete, Ciudad Real, Cuenca, Guadalajara, and Toledo will have a director; the EVO of Talavera de la Reina will have a person in the category of orderly; and the Senior Centers will have their management, except for Cristo del Amparo and San José (Cuenca) and Los Álamos (Quintanar del Rey).

In the centers attached to the Ministry of Social Welfare, the person in charge and staff equivalent to a public holiday in each shift will be maintained. The list includes around thirty facilities, such as the Paseo de la Cuba Senior Residence and the Albaidel Regional Center for Minors (Albacete), the Guadiana Residential Complex (Ciudad Real), the Las Encinas Occupational Center (Guadalajara), and the Benquerencia Senior Residence (Toledo).

  • The public health laboratory network will have, per section, one person with a higher degree and one senior laboratory technician.
  • Public libraries, provincial museums, and historical archives will have one person in charge on the morning shift and one orderly in the morning and afternoon.
  • In occupational risk prevention, there will be one technician for each provincial delegation of the Ministry of Economy, Business, and Employment.
  • Telecommunications and new technologies, at the proposal of the Digital Transformation Agency, will have user support, communications and systems technicians, local and regional support for Sescam, two people per Data Processing Center, and two for cybersecurity.
  • The San Servando Youth Hostel (Toledo) will maintain kitchen, orderly, and cleaning staff in morning and afternoon shifts.

Personnel designation and appeals

The resolution establishes that the holders of the general secretariats, in the central services, and the provincial delegations will designate the personnel who will make up the minimum services, with prior communication to the staff representation. It also provides for sufficient personnel for the security of people and property and the maintenance of premises, machinery, and facilities.

Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed within one month before the regional minister, or a contentious-administrative appeal before the High Court of Justice of Castilla-La Mancha within two months.

The scope of the order is twofold: it determines which administrative and healthcare services will remain operational on November 11 and, at the same time, limits the number of personnel that the Junta considers essential to avoid interrupting time-sensitive procedures, the monitoring of critical facilities, or residential care. For regional Administration staff and for users of residences, employment offices, and registration services, the annex of the resolution is the reference that specifies, center by center, who works that day.
