Public Security tenders lease of police headquarters in La Fortuna

The Ministry of Public Security requires the rental of a building between 290 and 1,500 square meters in La Fortuna de San Carlos, province of Alajuela, to house the La Fortuna Tourist Police Delegation. The official notice was published in La Gaceta No. 180 on Thursday, September 24, 2026, within the Miscellaneous Documents section, and offers must be submitted by email within 20 business days from that publication.

The call is signed by Commissioner Edward Monestel Navarro, Deputy Director General of the Public Force, and is identified by the official reference IN202601124822. The property will be used for a tourist police delegation, with a population of 30 officers who will use the facilities and stay overnight in the building.

The Ministry requires that the building have a current land-use certificate, of a mixed or commercial type, as well as basic services in perfect condition and voice and data services. The property must be located in the district of La Fortuna, canton of San Carlos.

Property Requirements

• Estimated construction area: from 290 m² to 1,500 m² for office and parking use.
• Minimum number of parking spaces: 12 vehicles.
• Population staying overnight in the building: 30 officers.
• Current land-use certificate (mixed or commercial use).
• Basic electricity and potable water services, with installations in perfect condition.
• Voice and data service.
• Capacity and availability to assume remodeling costs: armory, kitchen, dining room, offices, bedrooms, shower area and sanitary services, warehouses and holding cells, among others.
• Wastewater treatment system according to the operational load.

Legal and Technical Conditions

The notice details that the building must prove compliance with Law 7600 on Equal Opportunities for Persons with Disabilities, CFIA regulations, Law 833 on Construction, and Executive Decree No. 26831, the regulation of Law 7600. Adherence to INTECO standards on construction materials and practices, Decree No. 36979-MEIC (national electrical code, NFPA 70), the seismic code, municipal regulations, and the National Fire Protection Regulation is also required.

Decrees 41150 MINAE-S and 41151 MINAE-S regarding the storage, use, and handling of liquefied petroleum gases are also included. The building must include security and fire-fighting devices, emergency stairs, and natural cross-ventilation, among other conditions.

How to Submit the Offer

Proposals must be submitted digitally to the email alquileres@msp.go.cr within 20 business days from the publication. The offer must include the corporate name, legal ID (cédula jurídica), website, contact person’s details, and the company’s emails and telephone numbers.

Additionally, the quotation date, the exact location of the property including province, canton, and district, CRTM05 or Lambert coordinates, cadastral map, and literal certification of the property are requested. Regarding the amounts, the gross and net amount per square meter in colones is required, including any offered discount, according to Treasury guidelines.

The lessor shall bear the risks of destruction and theft, as well as cover repairs, maintenance, insurance, and taxes. The contract will be agreed upon in colones, and its increase will be based solely on inflation, in accordance with Government guidelines.

The call for proposals opens a concrete opportunity for property owners and real estate developers in the northern zone of Alajuela, where the tourism growth of La Fortuna has increased the demand for commercial spaces. The leasing of a headquarters of up to 1,500 m², with remodeling handled by the lessor, can revitalize the commercial rental market in the canton of San Carlos.
