Santander approves the 2026 employment offer for municipal urban transport
Por FactBox Admin

The Santander City Council has approved the 2026 Public Employment Offer corresponding to the Municipal Urban Transport Service, with positions for driver, mechanic, administrative staff, inspector, and deputy director, among others. The agreement is published in the Official Gazette of Cantabria no. 206, dated October 27, 2026, page 55078, with the official reference CVE-2026-8325, and is dated October 21, 2026. The proposal originated from the delegated councilor for Development, Urbanism, Sustainable Mobility, and Housing, Agustín Navarro Morante, and was submitted to the Local Government Board for adoption.
The file is processed in compliance with Article 70 of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Basic Statute of the Public Employee, and Articles 91.1 and 127.1 h) of Law 7/1985, of April 2, regulating the Bases of the Local Regime. The Plenary had already approved the 2026 budget, and the councilor acted once negotiations with union representation were completed and the procedures and diligences of the file were reviewed.
All included positions are for contractual staff and are funded in the 2026 budget. The agreement does not detail the number of vacancies for each designation, but rather the set of positions that make up the offer:
- Group C2: driver-collector, driver with disability, garage driver, and administrative assistant.
- Group C1: 1st class mechanic, 1st class administrative officer, facilities responsibility inspector, 1st class electronic maintenance officer, and 1st class facilities manager.
- Group C2: 1st class bodywork and paint officer.
- Group A1: deputy director.
Internal promotion before the open call
The agreement establishes the order of filling: internal promotion will be carried out first and, if the positions are not filled, they will proceed to the open call. This sequence affects the calendar for those aspiring to enter from outside the municipal staff, as they must wait for the resolution of the internal phase.
The offer is accompanied by a review of the service’s position structure. On the same day, the Official Gazette of Cantabria no. 206 publishes the approval of the List of Job Positions of the Municipal Urban Transport Service (CVE-2026-8326, pages 55079 and following), which nullifies the one approved by the Local Government Board on September 14, 2026, and validates the one approved by the Board of Directors on October 15, 2026.
Background of the process
The new list of job positions replaces the one published at the beginning of the month: the Official Gazette of Cantabria no. 192, dated October 6, 2026, disseminated the approval of the list of positions for 2026, the modification of its regulatory content, and the staff list (CVE-2026-7759), dated September 30 and bearing the same signature of the delegated councilor.
The municipal service has already filled positions this year through selective processes. Within the framework of the specific replacement rate for partial retirement, eight driver-collector positions were announced, a notice published in the Official Gazette of Cantabria no. 31, dated February 16, 2026, and the proposal for the appointment of the candidates who passed the process was formalized by a resolution dated August 21, 2026, from the Department of Development, Urbanism, Sustainable Mobility, and Housing.
What this means for applicants and users
For applicants, the offer opens a new selection cycle in an organization with a stable workforce and very clearly defined categories, from group A1 to C2, with internal promotion as the primary point of entry. The rules and specific calls for each position must be published subsequently to establish deadlines, syllabi, and selection systems.
For TUS users, the offer affects positions directly linked to daily operations, such as driving, depots, and electronic maintenance, in addition to deputy management and administrative tasks. Filling these vacancies affects the service’s capacity to maintain frequencies and the reliability of public transport in the city.
