Sant Martí de Llémena opens urgent job bank for General Administration technician

The Sant Martí de Llémena City Council has approved the call and the rules for the urgent creation of a job bank for General Administration Technician (A1), through a competitive examination system. The call, signed by the Mayor-President by Mayoral Decree on August 26, 2026, is published in the Official Gazette of the Province of Girona (BOPG) no. 171, dated September 4, 2026.

Interested parties have a period of 10 calendar days to submit their application, counted from the day after the publication of the announcement in the BOPG. The job bank will be used to make temporary appointments to cover substitutions, interim coverage positions, excess or accumulation of tasks, and other temporary circumstances.

Position characteristics and requirements

The announced position, assigned to classification group A1 under civil servant status, has a destination supplement of level 26 and a monthly specific supplement of €842.72. Main functions include the drafting of reports and technical projects, legal advice, the instruction of files, and high-level administrative management.

To participate, the following requirements must be met, among others:

  • Hold Spanish nationality or that of a member state of the European Union (or equivalent family situations as provided).
  • Possess a degree or license in Law, Political and Administrative Sciences, Economics, Business Administration (ADE) or Business Sciences, Public Management and Administration, or equivalent qualifications.
  • Possess the Catalan proficiency level certificate (C1), or pass the corresponding test.
  • Have functional capacity and not be disqualified from exercising public functions.

Selection process and evaluation

The selection system is an open competitive examination, with an examination phase of up to 30 points and a merit phase of up to 10 points. The examination phase includes a theoretical test of 40 multiple-choice questions (maximum 10 points) and a practical test for solving cases (maximum 20 points), both of which are eliminatory.

In the merit phase, accredited merits are valued:

  • Professional experience in group A1, up to 6 points (0.10 points per month in local administration and 0.05 in other administrations).
  • Other academic qualifications, up to 3.5 points (postgraduate, 1 point; master’s, 2 points).
  • Catalan certificate at a level higher than C1, 0.50 points.

The qualifying tribunal will be presided over by the Secretary-Interventor of the City Council, with a representative from the School of Public Administration of Catalonia, two public employees with an equal or higher qualification, and a secretary.

Submission of applications and validity

Applications should preferably be submitted electronically, at the registry of the City Council’s Citizen Service Office, or in any of the forms provided for in Law 39/2015, accompanied by the ID (DNI), the qualification, the Catalan language certificate, and the documentation accrediting merits. Subsequent announcements will be published on the municipal electronic board www.smartillemena.cat.

The resulting pool will be valid for two years from the Mayor’s resolution, extendable until the formation of the next one, and will prevail over previous valid pools, which will become supplementary. Calls will be made in strict order of score, with a two-month probationary period for appointments of six months or more.

The call represents a relevant job opportunity for technicians in the Gironès region, in a municipality that is reinforcing its administrative structure with a higher-level legal-administrative profile. Interested parties have just over a week to formalize their candidacy.
