Health Department appoints Family and Community specialist nurses to hard-to-fill positions

The Department of Health has agreed upon the appointment as permanent statutory personnel, specifying the chosen destination, of the individuals approved in the selection process to fill positions for Family and Community Specialist Nurses declared as difficult to fill within the Valencian Health System. The decision is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10459, dated September 25, 2026, via the Resolution of September 21, 2026, of the General Directorate of Personnel (official reference DOGV-C-2026-30101). The assignment of the destination shall be definitive, and the one-month period for taking office begins on September 30, 2026.
The resolution is issued under base 15 of the call for the merit competition for the provision of statutory personnel positions with a specialist degree in Health Sciences declared as difficult to fill, published in the DOGV 10251, dated December 1, 2025. The competent body is the General Directorate of Personnel of the Department of Health, exercising the powers attributed by article 18 of Decree 22/2025, of February 11, of the Consell, which approves the Organic and Functional Regulations of the Department of Health. The text appears in section II, Authorities and Personnel, section B) Appointments and dismissals, and bears the signature of the Director General of Personnel, María Amparo Pinazo Gamir.
The processing stems from the provisional allocation of positions published on July 21, 2026, and the open period for submitting allegations or waivers prior to the appointment, as well as the period to appeal the score granted by the technical selection body. The resolution grants administrative appeals and corrects a material error detected in the application of tie-breaking criteria in positions 5 to 7 of the provisional merit assessment list, in accordance with article 109.2 of Law 39/2015, of October 1, on common administrative procedure.
New definitive merit list
The first section of the resolution orders the publication of the new definitive merit assessment list, contained in Annex I, following the granting of administrative appeals and the correction of errors. The list ranks 234 applicants by total score, detailing the professional experience, training, and linguistic merits of each person.
The top positions of the list are as follows:
- Sarai Quirante Moya, 48.25 points.
- Herminia Juana Ortiz Ferrer, 48.25 points.
- Alejandro Fernández Martínez, 48.00 points.
- Cristina Rech Lorenzo, 48.00 points.
- Carla Murcia Murcia, 47.75 points.
- Laura Peñalver Marcos, 47.75 points.
- Alejandra Tormo Claramonte, 47.75 points.
- Dolores Amparo Hernández García, 47.45 points.
- Herminia Esteller Gombau, 45.75 points.
- María Ángeles Sánchez Salmerón, 45.50 points.
The applied scale awards up to 30 points for experience in public health institutions, up to 10 points for active service in an area declared as difficult to cover, up to 15 points for training (master’s, doctorate, and training activities), up to 4 points for Valencian, and up to 4 points for knowledge of other community languages.
Taking office and three-year tenure
The second section agrees to the appointment as permanent statutory personnel, indicating the chosen destination, of the approved persons listed in Annex II, with the definitive assignment of the position. The period for taking office is one month and begins on September 30, 2026; anyone who does not join the assigned center will lose the rights derived from their participation in the selection process, except in cases of force majeure or impossibility assessed by the competent personnel body.
Once the status of permanent statutory personnel is acquired, the appointed person may participate in transfer competitions for their category or specialty, or in internal promotion systems and the provision of positions in another category, upon accrediting three years of tenure in active service at the assigned center. Periods of leave interrupt this count, and service commissions will not be processed in favor of persons who have obtained a position until at least three years of active service have elapsed since taking office.
At the time of taking office, compliance with the requirements of the selection process must be accredited with original documentation. Those who participated via the disability quota must present the corresponding official certificate, and all appointed persons must provide a negative certification from the Central Registry of Sexual Offenders, in accordance with Article 57.1 of Organic Law 8/2021, of June 4. In centers with several offered vacancies, these will be filled as incorporations occur, respecting the termination criteria of the fourth additional provision of Decree 192/2017, of December 1.
Accepted resignations and excluded persons
The third section flatly accepts the resignations received and declares the loss of any right derived from participation in the selection process for the persons listed in Annex III, indicating the reason for exclusion:
- María Dolores Pérez Estela, for not obtaining any of the positions actually requested.
- Cristina Mahiques Bas, for not obtaining any of the positions actually requested.
- Rhut Lozano Vidal, for not obtaining any of the positions actually requested.
- Joaquín Vinader Marco, due to resignation.
- Anna Sendra Fillol, for not obtaining any of the positions actually requested.
This resolution exhausts the administrative route. An optional appeal for reversal may be filed within one month from the day following its publication, or a contentious-administrative appeal may be filed directly within two months before the competent jurisdictional body.
The appointment completes the effective incorporation of these specialist profiles into the health departments that had declared them as deficient, with permanent assignments and a minimum commitment to remain for three years. For the affected professionals, it means the consolidation of their position as permanent statutory staff; for the system, the coverage of categories that the Generalitat had identified as difficult to fill within the Valencian Health System.
