Sanidad nombra cinco especialistas fijos de Otorrinolaringología en la Comunitat Valenciana

The Department of Health has agreed to the appointment as permanent statutory personnel of five specialist physicians in Otorhinolaryngology, a specialty declared as difficult to fill within the Valencian Health System. The decision is signed by the Director General of Personnel, María Amparo Pinazo Gamir, through the Resolution of October 6, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10473, of October 19, 2026, in section II regarding authorities and personnel (official reference DOGV-C-2026-31851).

The framework: a merit-based competition for difficult-to-fill positions

The appointment is issued under base 15 of the call for the merit-based competition for the provision of statutory personnel positions with a specialist degree in health sciences declared as difficult to fill, published in the DOGV 10251, of December 1, 2025.

Previously, the Directorate General of Personnel had published the provisional allocation of positions and, on August 5, 2026, a correction of errors with the annex of affected persons, which opened a period to submit allegations or resignations prior to the appointment. Having reviewed those received, the now-published resolution closes the process.

The authority of the director general derives from article 18 of Decree 22/2025, of February 11, of the Consell, which approves the organic and functional Regulations of the Department of Health.

Five definitive destinations in four departments

The annex of the resolution details the five allocated positions, all via the free shift, indicating the health department and the destination center:

  • Santiago Moreno Paredes (position 1): Torrevieja health department, Torrevieja University Hospital.
  • Noelia Ortega Beltra (position 2): Elda health department, Elda University General Hospital - Virgen de la Salud and its C.E.
  • Aurora López Llames (position 3): Orihuela health department, Vega Baja Hospital of Orihuela and its C.E.
  • María Carmen Reverter Tuliesa (position 4): Vinaròs health department, Vinaròs Regional Hospital.
  • Enrique García Zamora (position 5): Elda health department, Elda University General Hospital - Virgen de la Salud and its C.E.

Four of the destinations are located in the province of Alicante and one in Castellón. The assignment of the destination will be definitive. In centers with several offered vacancies, these will be filled as the appointed persons join, respecting the order established by the termination criteria of the fourth additional provision of Decree 192/2017, of December 1, which approves the Regulations for the selection and provision of statutory personnel of the Valencian Health System.

Assumption of office from October 30

The period for taking office shall be one month and will begin on October 30, 2026. Anyone who does not report to the assigned center within this period will lose the rights derived from their participation in the selection process, following a hearing and by means of a reasoned resolution, except in cases of force majeure as determined by the competent personnel body.

At the time of taking office, the requirements used to pass the process must be proven with original documentation. Those who participated under the disability quota must present the official certificate and the corresponding administrative resolution. Furthermore, in accordance with Article 57.1 of Organic Law 8/2021, of June 4, a negative certification from the Central Registry of Sexual Offenders will be required.

Three years of tenure before moving

Appointed individuals may participate in transfer competitions of their category or specialty, or in internal promotion systems and the filling of other positions, once they have proven three years of tenure in active service at the assigned center; leaves of absence interrupt this count. Service commissions in their favor will also not be processed until at least three years of active service have elapsed since taking office.

This resolution exhausts the administrative route. An optional appeal for reversal may be filed within one month before the same body, or a contentious-administrative appeal may be filed within two months before the competent jurisdictional body, according to Articles 123 and 124 of Law 39/2015 and Articles 8, 10, 14, and 46 of Law 29/1998.

The staffing reinforcement in Otorhinolaryngology arrives with “hard-to-fill” positions, the mechanism through which the Generalitat attempts to establish specialists in regional and medium-sized hospitals, where rotation and unfilled vacancies strain surgical and outpatient waiting lists.
