Health Department sets minimum services for the AMYTS strike in four shifts
Por FactBox Admin

The Regional Ministry of Health of the Community of Madrid has established by order the minimum services that must be covered during the strike called by the Association of Doctors and Higher Degree Professionals (AMYTS) in the health institutions of the Madrid Health Service (SERMAS). Order 1649/2026, of October 22, is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 254, of October 24, 2026, and takes effect in four rounds of strikes between October 28 and December 12.
The framework of the call
The call was communicated to the Labor Authority by AMYTS via a written notice dated October 13, 2026, and affects all doctors, other practitioners, health professionals with higher degrees, and resident personnel in specialized health training whose training qualifies them to be practitioners. The scope includes Primary Care, Extra-hospital Care, and Hospital Care of the centers attached to and linked with SERMAS, with express mention of the Alcorcón Foundation University Hospital, the Fuenlabrada University Hospital, the UCR, the Villalba Hospital, the Infanta Elena Hospital of Valdemoro, the Rey Juan Carlos Hospital of Móstoles, and the Torrejón University Hospital.
The Strike Committee of AMYTS was convened on October 21, 2026, to negotiate the minimums, without an agreement being reached. The order is issued under article 10 of Royal Decree-Law 17/1977, of March 4, on labor relations, and article 41 of Law 1/1983, of December 13, of the Government and Administration of the Community of Madrid.
Four rounds of strikes
The strikes are distributed according to the following schedules:
- From 8:00 on October 28 until 8:00 on October 31, 2026.
- From 8:00 on November 4 until 8:00 on November 7, 2026.
- From 8:00 on November 18 until 8:00 on November 21, 2026.
- From 8:00 on December 9 until 8:00 on December 12, 2026.
Coverage in hospitals and Primary Care
In hospital centers, the minimums correspond to the staff working Saturdays, Sundays, and holidays and to scheduled on-call shifts, with additional reinforcements in units such as Dialysis, Emergencies, Resuscitation, Critical Care, Hospitalization, Operating Rooms, Oncology, Pediatrics, Palliative Care, Pharmacy, Laboratory, Radiotherapy, or Hemodynamics. In no case may they exceed 35% of the total health personnel staff of group A1 of each Management.
In Health Centers with four or more family doctors, two family doctors and one pediatrician per center and shift are required; with fewer than four, one family doctor and one pediatrician. One physician is maintained in each Home Care Support Team (ESAD) and 100% of the medical staff in the Continuity of Care Centers. In SUMMA 112, the minimums reach 100% of the medical staff and A1 higher-degree professionals in the Emergency Coordination Center, the 27 mobile ICUs, the 15 rapid intervention vehicles, the 38 home care units, the two medical helicopters, the Extra-hospital Emergency Center, the psychology unit, and the occupational risk prevention service. The Transfusion Center will have one doctor on the morning and afternoon shifts and two hematologists and one immunologist in the morning.
Residents and nominal designation
Personnel in training are included in the minimums: in the hospital setting, 35% of residents on ordinary shifts and 100% of those with scheduled on-call duties; in Primary Care, two residents per center and shift when four or more coincide, and one when up to three coincide; and in SUMMA 112, 100% on ordinary and complementary shifts. Management must expressly and nominally designate the affected personnel and notify them individually. The order comes into effect on the day of its publication and is extinguished if the strike is called off; it may be challenged via a request for reversal before the Health Councilor within one month or through an administrative-law appeal within two months. The text appears signed by delegation by the Director General of Human Resources and Labor Relations, Miguel Ángel Rodríguez Roiloa.
On the same date, the BOCM publishes Order 1650/2026, which sets the equivalent minimums for the Fundación Jiménez Díaz University Hospital, with the same calendar of four rounds and the limit of 35% of medical staff.
The decision affects all of Madrid’s public healthcare during nearly seven weeks of intermittent strikes, meaning patients will notice delays in non-urgent consultations and tests, while emergencies, dialysis, oncology, and extra-hospital emergencies maintain reinforced activity by legal obligation.
