Sanaüja announces the vacant position of secretary-intervention with provisional appointment
Por FactBox Admin

The City Council of Sanaüja has called for the non-definitive provision of the position of secretary-intervention, vacant since the voluntary resignation of the interim official who occupied it. The call and the rules are published in the Official Gazette of the Province of Lleida no. 193, dated October 9, 2026, with edict number 8298 and official reference BOP-2026_0_193_8298 (pp. 1-4). The process is addressed exclusively to career civil servants with national qualification.
The position must be filled by one of the three forms of non-definitive provision provided for in Royal Decree 128/2018, of March 16, which regulates the legal regime of local administration civil servants with national qualification (FHN). The announcement is signed by the mayor, Maria Casoliva Zaldo, on October 5, 2026, and is forwarded to the Council of Colleges of Secretaries, Interventors and Treasurers of Local Administration of Catalonia (CSITAL) so that it may be publicized on its website during the same period.
The council, headquartered at Carrer Bassal 4 in Sanaüja (25753, Lleida), justifies the file by the need to maintain the operational functions reserved for nationally qualified personnel, which include internal control, accounting, and legal advice for the municipality.
Characteristics of the job position
The rules detail the economic and administrative conditions of the position:
- Position name: Secretary Intervention, third class.
- Access subgroup: A1.
- Destination supplement level: 24.
- Annual specific supplement: 10,000.00 euros.
- Functions: those provided for in Royal Decree 128/2018 and, if applicable, those established by the entity’s job position list.
Three routes of provision and their durations
The order of precedence is exhaustive: provisional appointment takes preference over the other forms, the service commission can only be applied if the impossibility of provisional appointment is proven, and accumulation remains as a subsidiary route.
- Provisional appointment: ends when the position is definitively occupied by FHN personnel.
- Service commission: maximum duration of one year, extendable for one more year at the request of the local entity (Article 51 of Royal Decree 128/2018).
- Accumulation: expires when the position is filled by other forms of non-definitive provision or definitively (Article 50).
Requirements, Catalan, and submission of applications
Applicants must be career civil servants of the local administration scale with national qualification and prove knowledge of Catalan. Those who hold the sufficiency level certificate (C1) or higher from the General Directorate of Linguistic Policy, or an equivalent degree according to Order VCP/491/2009, of November 12, modified by Order VCP/233/2010, of April 12, are exempt from the test.
Those who do not certify the C1 level must pass an eliminatory test consisting of two parts: a written exercise on linguistic aspects and an oral expression test through a conversation, administered by the Consorci per a la Normalització Lingüística and evaluated according to Decree 37/2024. The deadline for submitting applications is five business days starting from the day after the publication of the announcement on the corporation’s electronic notice board and in the BOP, and applications must be submitted electronically in accordance with article 16.4 of Law 39/2015, of October 1.
Awarding, appeals and impact
Once the deadline has closed, a suitability report will be issued for each applicant, which will preferentially value experience in similar or identical positions, studies and specific training, and other curricular aspects; an interview may be convened to verify the professional profile. The reasoned proposal will be submitted to the Presidency to resolve the filling of the position.
Against the resolution, which exhausts the administrative route, an appeal for reversal may be filed before the body that approved the bases within a period of one month, or directly a contentious-administrative appeal before the Contentious-Administrative Court of Lleida within a period of two months.
For a small municipality like Sanaüja, the secretary-intervention is the piece that guarantees economic control and the legality of municipal agreements; keeping it vacant forces the council to resort to temporary formulas until the definitive provision of the position is resolved.
