San Esteban raises children's technicians and sports monitors to level 16
Por FactBox Admin

The Plenary Session of the San Esteban de Gormaz City Council unanimously approved the modification of the Council’s staff positions list (RPT) to raise the level of the Early Childhood Education technicians and the sports monitor, both from group C1, from level 15 to level 16. The agreement was adopted in an ordinary session on October 18, 2026, and is published in full in the Official Gazette of the Province of Soria, number 124, dated October 28, 2026, with the official reference BOPSO-124-28102026 (page 3810, file G 156/2026).
The modification responds to a regulatory requirement and not to a discretionary decision by the City Council. According to the plenary agreement, it is necessary to adapt the RPT to Royal Decree-Law 6/2023, of December 19, on urgent measures for the execution of the Recovery, Transformation and Resilience Plan regarding the public justice service, public function, local regime, and patronage. Its sixth transitional provision modified the minimum and maximum level intervals for each group of civil servants and established that group C1 must be situated between level 16 and level 22.
The two affected positions
The review of the municipal RPT identified two labor staff positions with levels below the new legal minimum. Both are now classified as follows:
- Early Childhood Education technicians, group C1: from level 15 to level 16.
- Sports monitor, group C1: from level 15 to level 16.
The file also incorporates “the modifications derived from collective bargaining and the attached reports,” as stated in the text of the agreement. The prior debate took place in the General Information Commission on September 15, whose report was submitted to the Plenary.
Retroactivity from December 2023
The most relevant point of the agreement is its temporal scope: the new classification applies with retroactive effect from the entry into force of the regulation, set on December 21, 2023. In other words, the correction of levels dates back almost three years from the date of publication in the provincial gazette, which directly impacts the remuneration of the affected staff.
The plenary session was held with the attendance of six of the eleven members that make up the Corporation, according to the published minutes. The agreement was adopted unanimously by those present.
Publication, remittance, and appeal process
The Plenary ordered three actions to comply with the agreement:
- Publish the aforementioned staff positions list in full in the Official Gazette of the Province and on the electronic office of the San Esteban de Gormaz City Council.
- Send a copy of the same to the State Administration and the competent body of the Autonomous Community.
- Approve the modification with the text resulting from collective bargaining and the reports in the file.
Against the agreement, which exhausts the administrative route, an optional appeal for reversal (recurso de reposición) may be filed before the Plenary of the City Council within one month, pursuant to articles 123 and 124 of Law 39/2015, of October 1, or alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Court within two months, according to article 46 of Law 29/1998, of July 13. The text warns that, if the appeal for reversal is chosen, the judicial route cannot be pursued until the former is expressly resolved or dismissed by administrative silence.
The document was signed in San Esteban de Gormaz on October 23, 2026, by the mayor, Daniel García Martínez.
Impact on municipal staff
The decision corrects a situation inherited from the previous RPT (Staffing Report), in which two positions in group C1 remained at level 15, below the legal interval in effect since late 2023. The retroactive effect implies that the technicians from the Early Childhood Education School and the sports monitor must have their remuneration regularized according to level 16 from December 21, 2023, which entails an economic adjustment for the municipal coffers as well as an improvement for the affected workers. The full publication in the bulletin and on the electronic headquarters now opens the period for eventual challenges.
