San Andrés del Rabanedo convoca plaza de Subinspector de Policía Local

The City Council of San Andrés del Rabanedo has approved the call and the rules for a competitive examination process to fill one position for Sub-inspector of the Local Police. The decision was adopted via Mayoral Resolution dated October 19, 2026, signed by Mayor Ana María Fernández Caurel, and published in the Official Gazette of the Province of León no. 200, of October 21, 2026 (reference BOP-LE-2026-200006).

The position, included in the Public Employment Offer of 2019, is budgetarily funded and classified in the Special Administration scale, Special Services sub-scale, Local Police class, Sub-inspector designation, group A, subgroup A2 of article 76 of the Recast Text of the Law of the Basic Statute of the Public Employee (Legislative RD 5/2015, of October 30). The number of positions to be filled is one.

The invoked regulatory framework consists of articles 77 and 83.2 of the framework rules to which the Local Police regulations of Castilla y León must adjust, approved by Decree 84/2005, of November 10, together with Law 9/2003, of April 8, on the Coordination of Local Police of Castilla y León. The rules and the call will also be published in the Official Gazette of Castilla y León, on the notice board of the Town Hall, on the virtual notice board of the electronic office, and in the employment section of the municipal website, and the announcement of the call in the Official State Gazette.

Two access tracks: internal promotion and mobility

The process is called for the internal promotion track and, subsidiarily, for the mobility track, to which vacancies for any category higher than agent that could not be filled by internal promotion will be diverted. The requirements differ according to the track:

  • Internal promotion: be a career civil servant of the City Council of San Andrés del Rabanedo, of the Special Administration scale, Special Services sub-scale, Local Police class and Officer category, in active service and with a minimum seniority of two years in the scale from which the promotion is sought.
  • Mobility: be in active service in any Local Police force of Castilla y León, with a minimum seniority of five years in the force of origin and with a category equal to the vacancy called.
  • Common requirements: have no criminal record for intentional crimes, not be in second activity, possess the qualification required for group A2 (University Diploma or equivalent Degree), functional capacity, and driving licenses of classes A-2 and B.
  • Age limit: in the mobility track, it is required not to have reached 50 years of age.

Physical tests, test, and practical case

The competitive phase is mandatory and eliminatory, and includes physical fitness tests, a knowledge test, a psychological aptitude test, and a medical examination. Physical benchmarks are graded by age and sex:

  • Long jump (feet together): from 1.90 meters (women) and 2.30 meters (men) for those under 33 years old, up to 1.60 and 2.00 meters for those over 45 years old.
  • Medicine ball throw: 6.25 meters for the youngest brackets, with a 3 kg ball for women and a 5 kg ball for men.
  • 60-meter sprint: 10.4 seconds (women) and 8.6 seconds (men) in the under-33 age bracket.
  • 1,000-meter run: 4 minutes 25 seconds and 3 minutes 30 seconds, respectively, in the youngest bracket.
  • 25-meter freestyle swimming: 24 and 21 seconds in the under-33 age bracket.

The knowledge test consists of a questionnaire of at least 50 multiple-choice questions with four alternative answers, lasting between 60 and 120 minutes with a penalty of one-third for each wrong answer, and a practical case study of police tasks lasting a maximum of 60 minutes. Annex II establishes the physical and medical exclusions, with a minimum height of 1.65 meters for men and 1.60 for women, and a body mass index between 18.5 and 29.9.

Tribunal, merits, and calendar

The qualifying tribunal will be a collegiate body and will aim for parity between women and men. It will be composed of a president who is a career civil servant or permanent staff of the city council, a secretary who is a career civil servant, with a voice but no vote, and three members: one appointed upon the proposal of the Civil Protection Agency, a commander from a Local Police force in Castilla y León with a category equal to or higher than the position, and two career civil servants from the city council.

The merit phase, which is preliminary and non-eliminatory, accounts for 20 percent of the total score. Annex III values services rendered with up to 4.5 points, at a rate of 0.12 points per month in the Local Police of San Andrés del Rabanedo as an Officer or Sub-inspector, and 0.02 points per month as a Sub-inspector in another municipality. Commendations and decorations, professional knowledge, Civil Protection volunteering, languages, lifesaving, self-defense, and higher academic qualifications are also scored.

Applications shall be submitted within 20 business days from the publication of the call in the Official State Gazette, according to the model in Annex I. Those who pass the process through internal promotion must complete a selective training course at the Regional Local Police School, and the assumption of office shall take place within one month from the notification of the appointment. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months before the Contentious-Administrative Court of León.

The call comes seven years after the inclusion of the position in the 2019 employment offer and opens an internal promotion path for the municipality’s officers, as well as an entry point for sub-inspectors from other local bodies in Castilla y León. For the municipality’s agents, the scale significantly prioritizes service rendered within the own staff, which reinforces the internal professional career over external coverage.
