The call for the Head of Artificial Intelligence is now open

The Balearic Islands Health Service has opened the call to fill, through the system of free appointment, the position of Head of the Demand Management and Artificial Intelligence Service. The resolution is signed by the general director of the Health Service, Javier Ureña Morales, and is published in the Official Gazette of the Balearic Islands (BOIB) no. 120, of September 24, 2026, section II, pp. 51541-51546 (official reference 9523). This is one of the first command positions in the Balearic public health system specifically dedicated to artificial intelligence.

The call is based on article 46 of Law 7/2024, of December 11, on urgent measures for administrative simplification and rationalization of the public administrations of the Balearic Islands, regarding the forms of provision for singularized positions, and on the Agreement of the Health Sectoral Table of May 13, 2022, ratified by the Governing Council on May 22, 2022 (BOIB no. 70, of May 31, 2022). It also invokes Law 55/2003, of December 16, on the framework statute of the statutory personnel of the health services, and Royal Decree-Law 1/1999, of January 8.

The competence to convene and resolve the provision procedures for service management positions was delegated to the General Directorate of the Health Service by the Resolution of the Minister of Health of July 10, 2025 (BOIB no. 94, of July 17, 2025). The position belongs to the authorized organic staff of the Corporate Services and will be held under a regime of exclusive dedication, under the organic and functional dependence of the Sub-directorate of Transformation, Innovation and Digital Health.

Demand management and artificial intelligence

The guidelines detail two major areas of responsibility. In the field of demand management, the new head of service must:

Identify and prioritize the technological needs of departments and areas, aligning them with the strategic objectives of the organization.
Coordinate the portfolio of digital projects, ensuring the efficient allocation of resources and execution within deadlines and budgets.
Establish governance mechanisms for the evaluation, approval, and monitoring of technological initiatives.

Regarding artificial intelligence, the functions are:

Design and implement AI strategies that provide value and improve processes, services, and decision-making.
Supervise the development and deployment of AI models, guaranteeing quality, transparency, and regulatory compliance.
Promote the ethical and responsible use of AI, with risk management, algorithmic fairness, and data protection.
Drive the training and digital culture of the teams.

Requirements and submission deadlines

Applicants must be permanent statutory management and services staff or career civil servants from subgroups A1 and A2, in active service or in a situation that generates a reservation of place, and providing service in a healthcare institution of the National Health System or in any other public administration. Interim statutory staff filling a vacancy may also apply, but their selection is subject to the absence of selectable permanent staff, and the appointment would have a maximum duration of one year.

Other required conditions:

Accredit B2 level of Catalan, in accordance with the seventeenth final provision of Law 4/2025, of July 18.
Hold Spanish nationality or nationality of a member state of the European Union or the European Economic Area.
Not have been separated from service through disciplinary proceedings in the previous six years.

The deadline to submit the application and the management and organization project is twenty business days from the day following the publication in the BOIB, using the model available on the website www.ibsalut.es. Applications are addressed to the Statutory Personnel Selection and Provision Service (code DIR 3 A04029527).

Evaluation and Appointment Commission

The evaluation of curricular merits and the project corresponds to a commission composed of:

Luis Miguel Alegre Latorre, titular president.
Maria Jesús Villalonga Granel, titular secretary.
Bartomeu Antich Luque, titular member.
Ana Trenado Andreu, substitute president.
Antonia Carretero Mesas, substitute secretary.
Ramón Riba Álvarez, substitute member.

The competent body will appoint the person it considers most suitable or may declare the call void due to a lack of suitable candidates. The designated candidate must take office within a maximum period of one month and may not participate in position provision competitions for a minimum of two years. Continuity in the position is linked to passing a follow-up evaluation at the end of the first year. Against the resolution, which exhausts the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.

With this call, the Health Service places artificial intelligence and the governance of healthcare demand at the middle management level, a decision that will determine how technological resources will be prioritized and how AI models will be applied in Balearic public healthcare in the coming years.
