SAG nullifies the Newcastle disease free zone of Santa Catarina and blocks poultry shipments
Por FactBox Admin

The Agricultural and Livestock Service (SAG) has revoked the sanitary recognition of the State of Santa Catarina, Federative Republic of Brazil, as a zone free of Newcastle disease, and has suspended the entry of livestock products originating from that territory. The decision is detailed in exempt resolution No. 10.453, signed in Santiago on October 22, 2026, and published in the Official Gazette of the Republic of Chile No. 44.590, on Wednesday, November 4, 2026, Section I, with official reference CVE 2893144.
The outbreak that triggered the measure
The administrative act is based on the notification to the World Organisation for Animal Health (WOAH) under event number No. 7913, with the event start date on September 21, 2026 (sampling), positive results on October 14, and confirmation on October 18. Added to this is SAG letter No. 8142/2026, through which the sanitary measures applied by the Chilean service were reported to the Ministry of Agriculture and Livestock of Brazil (MAPA).
SAG also invokes resolution No. 1.7 of exempt resolution No. 6.567 of 2024, which allows for the immediate revocation of the status of a country, zone, or compartment free of one or more diseases in the event of a change in epidemiological conditions. The resolution is effective from its publication in the Official Gazette and is supported by the Agreement on the Application of Sanitary and Phytosanitary Measures of the World Trade Organization (WTO), which empowers countries to adopt emergency sanitary measures.
Shipments suspended since August 31
The entry of all shipments originating in Santa Catarina whose production or slaughter dates are on or after August 31, 2026, is suspended; this criterion considers the event start date and the 21-day incubation period of the disease. The block applies to the following goods:
- Fertile eggs and day-old chicks, including the quail species.
- SPF fertile eggs.
- Ornamental or recreational birds.
- Fresh, chilled, or frozen poultry meat, including edible heads and paws.
- Eggs in shell intended for human consumption.
- Processed poultry meat products, fresh or containing fresh poultry meat.
Exceptional route for heat-treated products
The resolution provides an opening for a second group of goods obtained from poultry slaughtered since August 31, 2026, provided they meet the heat treatment requirement—time and temperature—established in the International Veterinary Certificates agreed upon with MAPA:
- Cooked processed poultry meat products.
- Poultry tallow or fat intended for human consumption.
- Poultry offal.
- Offal, feather, blood, meat and bone meal, and poultry tallow or oil for animal feed.
Modification of Resolution No. 832/2008
The fourth article of the act provides for the removal of the expression “Santa Catarina” from the resolution and the title of exempt resolution No. 832/2008, of the National Directorate. That text recognized Newcastle disease-free zones in Brazil for the states of Paraná, Santa Catarina, and São Paulo, such that from now on the Brazilian list is reduced to Paraná and São Paulo. The resolution bears the signature of Domingo Rojas Philippi, National Director of the Agricultural and Livestock Service.
Impact for importers and prices
The block forces Chilean importers to redo their supply letters for Brazilian poultry, poultry meat, eggs, and by-products, and to verify that each shipment meets the thermal requirements or, failing that, be redirected to other origins. Santa Catarina is one of Brazil’s main poultry exporting hubs, so the loss of its sanitary status pressures the available supply and the cost of poultry protein in the Chilean market. The measure will remain in place as long as the epidemiological variation that originated it persists and may be reviewed when the SAG verifies the restoration of sanitary conditions.
