Sabiñánigo suspends urban planning licenses after approving modification 31 of the PGOU
Por FactBox Admin

The Sabiñánigo City Council has suspended the granting of subdivision, building, and demolition licenses in the areas and uses affected by Isolated Modification No. 31 of the General Urban Development Plan (PGOU). The decision stems from the agreement of the Municipal Plenary, adopted in an extraordinary session on October 5, 2026, and is published in the Official Gazette of the Province of Huesca No. 201, Tuesday, October 20, 2026, in the Local Administration section, with official reference BOPH-2026-201027 (number 4627, page 114).
Initial approval and public exhibition
The plenary agreement initially approves the modification of the general planning and opens the file for public information for a period of one month, counted from the day following the publication of the announcement in the BOP. During this period, the document may be examined at the municipal electronic headquarters, and any allegations or observations deemed appropriate may be submitted.
The procedure complies with articles 85.2 and 57.1 of the consolidated text of the Urban Planning Law of Aragon, approved by Legislative Decree 1/2014, of July 8. The announcement was signed in Sabiñánigo on October 15, 2026, by the Mayor-President, Berta Fernández Pueyo, and processed by the municipal Secretariat.
Which uses and matters are affected
The suspension of licenses is not general, but is limited to the actions included in the matters subject to the modification that are incompatible with the new planning. The announcement expressly lists:
- Cultural heritage.
- Commercial use.
- Tourist accommodation.
- Parking in existing buildings.
- Compatible uses in Planning Areas No. 13 and No. 14.
Projects that simultaneously comply with the current PGOU and the initially approved modification are excluded from the suspension, as specified in the published text.
Duration of the suspension and effects
The temporal scope of the measure refers to the provisions of article 78 of the consolidated text of the Urban Planning Law of Aragon, and the suspension will expire, in any case, upon the final approval of the modification. The legal basis invoked are articles 77 and 78 of said regional regulation.
Until that process is concluded, municipal technical services may not grant subdivision, building, or demolition licenses in the indicated cases, which affects both landowners and developers with files in process within the municipal district.
Impact for owners and developers
The modification introduces determinations regarding tourist accommodation, commercial use, and parking in existing buildings—three particularly sensitive areas in a municipality with a strong service sector and a high prevalence of second homes. The suspension necessitates a review of the viability of ongoing projects in the affected areas before submitting applications.
The one-month public information period is the available channel for owners, developers, and interested groups to submit allegations to the document prior to its final approval, which will establish the new urban planning regime and lift the suspension.
