Sabiñánigo authorizes the traffic camera already installed in the Plaza del Molino
Por FactBox Admin

The Sabiñánigo City Council has authorized the installation and use of a video camera for the surveillance, control, and discipline of traffic in the Plaza del Molino, next to the «Molino Periel» municipal building. This is done through Decree 2190/2026, signed by the mayor-president Berta Fernández Pueyo and published in the Official Gazette of the Province of Huesca number 213, corresponding to Friday, November 6, 2026 (pages 59 and 60, reference BOPH-2026-213040).
The text acknowledges that the Council «has proceeded with the installation» of the cameras before obtaining formal authorization, and now regularizes this situation under the umbrella of public interest and road safety. The resolution is based on the proposal report from the Local Police Department dated September 16, 2026, the same day as the decree, and on the powers granted to the mayor by Article 21 of the Local Government Base Law and Article 30 of Law 7/1999 on Local Administration of Aragon.
A single location and a defined viewing angle
The decree precisely delimits the scope of the capture, a requirement demanded by video surveillance regulations:
- Installation point: Plaza del Molino, next to the «Molino Periel» municipal building.
- Captured area: the square itself, Calle Ordesa, the roadway, and the sidewalks.
- Purpose: control, regulation, surveillance, and discipline of traffic on the public roads of Sabiñánigo.
The report from the Sabiñánigo Local Police was required to detail the legal grounds for the installation, the generic identification of the roads or sections whose image may be captured, the security measures for the recordings, and the body responsible for their custody and for resolving requests for access and cancellation.
Recordings destroyed in one month and police custody
The second of the agreements establishes the guarantees regarding the recorded material. Conservation is limited by default:
- Automatic destruction of recordings within a maximum period of one month from their capture.
- Exception: when the images are related to criminal offenses or serious or very serious administrative offenses regarding public safety, an ongoing police investigation, or an open judicial or administrative proceeding.
- Custody and resolution of access and cancellation requests: authorized personnel from the Sabiñánigo Local Police Force.
- Public information: the person exercising the legal representation of the Sabiñánigo City Council shall be responsible for this.
The decree also mandates the placement of an information plaque at the location in accordance with Article 22 of the regulation it invokes, and the publication in the Official Gazette of the Province of Huesca and on the municipal notice board regarding the existence of the cameras, their locations, and the measures applied.
Publication, notification, and means of appeal
The decree is final in the administrative process. It must be notified to the Local Police and published in the provincial bulletin and on the municipal notice board. The following appeals may be filed against it:
- Appeal for reversal (recurso de reposición) before the Mayor’s Office within one month from the day following its notification.
- Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Huesca (Plaza N.º 1) within two months.
- If the appeal for reversal is chosen, the judicial route cannot be pursued until the former is expressly resolved or understood to be dismissed by silence.
The announcement appears in Section I, Local Administration, within the Sabiñánigo City Council section (Secretariat), and bears publication number 4965.
Impact on residents and drivers
The camera affects a central area of Sabiñánigo where the municipal building and a thoroughfare such as Calle Ordesa coexist, meaning the images may capture both vehicles and pedestrians traveling on sidewalks and the roadway. The resolution seeks to balance road safety with data protection through three specific limits: a declared capture perimeter, a default monthly deletion, and custody reserved for authorized agents. Since the equipment was installed prior to authorization, the decree also resolves any doubt regarding the legal coverage of recordings already obtained with a text that no longer admits appeal in the administrative process.
