Rota opens the land consolidation of unit 14 C for public review

The Rota City Council has opened a twenty-day public information period for the Land Readjustment Project of Execution Unit 14 C of the current PGOU (General Urban Development Plan) in the municipality, promoted by the Compensation Board of that same unit. The procedure is announced in the Official Gazette of the Province of Cádiz no. 212, dated November 4, 2026, with official reference No. 365.823 and case number 16128/2026. The public exhibition derives from the Order of the Mayor dated October 15, 2026.

The agreement activating the procedure

The publication is based on articles 222 and 156.3 of the REGL/LISTA, in relation to article 8 of the same regulation, which requires the announcement to detail the body that agrees to the public information, the instrument submitted, its scope, the promoter, the deadline, and the channels for consultation and allegations.

The body that agrees to the public information is the Order of the Mayor dated October 15, 2026. The announcement appears signed in Rota on October 16, 2026, by the mayor, José Javier Ruiz Arana.

The file submitted for exhibition is the Land Readjustment Project of Execution Unit 14 C PGMOU of Rota, promoted by the Compensation Board of Execution Unit 14 C of the current PGOU in Rota (Cádiz). The scope of application is, therefore, that execution unit of the general planning currently in force in the municipal district of Rota, in the province of Cádiz.

Twenty days to consult and object

The period available for consulting the file and submitting allegations is twenty days, counted from the day following the publication of the announcement in the official gazette, that is, from November 5, 2026.

Any allegations or suggestions formulated shall be governed by the provisions of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

For the submission of allegations, suggestions, and any other documents, the City Council enables its electronic office, accessible at https://aytorota.sedelectronica.es/info.0, without prejudice to the other channels provided for in the administrative procedure regulations.

Effects on urban development

Land redistribution (reparcelación) is the operation that reorganizes the contributed estates within an execution unit to allocate the urban development rights to their owners, a preliminary step to the effective urbanization of the land. In this case, the project is promoted by the Compensation Board (Junta de Compensación) of the unit itself, that is, the entity that groups the owners who undertake the execution of the sector according to the action system provided for in the planning.

The opening of the public information period allows the owners represented by the compensation board, as well as any interested party, to examine the distribution of burdens and allocations before the project continues its processing. This procedure directly affects the development schedule of Execution Unit 14 C and, consequently, the transformation of the land provided for in the PGOU (General Urban Development Plan) of Rota.
