Riaño seeks firefighter drivers with a seven-business-day deadline
Por FactBox Admin

The Mancomunidad de Municipios Montaña de Riaño has opened the application period to establish a job bank for drivers for the fire prevention and extinction service, intended to cover eventual vacancies in said service. The call is published in the Official Gazette of the Province of León no. 208, dated November 3, 2026, with the official reference BOP-LE-2026-208012, and is signed by the president of the entity, Manuel Herrero Guerra, in Riaño on October 30, 2026.
The guidelines, which span pages 96 to 104 of the gazette, establish a merit-based competition procedure: there will be no eliminatory tests, but rather a scoring system for the experience and training accredited by each applicant. The stated objective is to have an ordered list of drivers for the substitution of temporary vacancies in the mancomunidad’s fire extinction operations.
The contractual regime refers to Article 15 of the Recast Text of the Workers’ Statute Law, approved by Royal Legislative Decree 2/2015, of October 23, with remuneration according to the collective agreement and a probationary period clause. The working day is set in two modalities:
- 40 hours per week for contracts from Monday to Friday.
- 16 hours for weekends and holidays.
Lack of aptitude for the position, unjustified absenteeism, or misconduct will lead to the immediate suspension of the contract, as warned by the guidelines themselves.
Seven business days to submit the application
The deadline is one of the tightest parts of the procedure: seven business days counting from the day following the publication of the announcement in the provincial gazette, which places the closing around November 12, excluding holidays. Applications are addressed to the Presidency of the mancomunidad and must be submitted at the City Council Registry or through any of the channels provided for in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
Each application must include:
- Annex I of the call, duly completed and signed.
- Identification document.
- Supporting documentation for the merits claimed.
Class C license and CAP, no academic qualification
The requirements refer to Article 56 of the Recast Text of the Basic Statute of Public Employees Law, approved by Royal Legislative Decree 5/2015, of October 30. Specifically, it requires Spanish nationality—without prejudice to Article 57—, functional capacity, being at least sixteen years old and not exceeding the maximum compulsory retirement age, not having been dismissed through disciplinary proceedings from any administration, and possessing a Class C license and the CAP (Certificate of Professional Competence).
The call for applications does not require an academic degree, relying on the sixth additional provision of the same legal text, a requirement that expands the number of potential candidates in a region with very tight firefighter staffing levels.
After the deadline closes, the Presidency will issue the provisional list of admitted and excluded candidates within a maximum of ten days, which will be published on the electronic headquarters and the notice board. A period of three business days will then be opened for corrections before the final list is released.
The scale prioritizes fire-fighting experience
The qualifying tribunal—consisting of a president, secretary, and member, in an odd number and following parity criteria—will evaluate three sections:
- Professional experience: 0.10 points for each month of service in positions of the same nature, up to a maximum of 3.00 points.
- Training: 1 point for the fire-fighting course from the Junta de Castilla y León and 0.20 points for each course related to the position of more than 40 hours taught in official centers.
- Other merits: 2 points for having passed any selective test in competitive examinations for local or regional fire departments.
Ties are resolved by order of experience, then by training, then by the other merits section, and finally, by draw.
Telephone calls and 24-hour response
Once the pool is established, management corresponds to the Presidency and the order of priority is based on the final score. The call will be made preferably by telephone, with the possibility of SMS or email, and the candidate will have 24 hours to accept or reject the offer. If there is no response, at least two additional attempts will be made at different times of the day before moving to the next person on the list.
The pool contemplates five situations—available, working, temporarily unavailable, suspended, and excluded—and protects the candidate who declines for justified reasons, such as temporary disability, birth leave, or being employed by a third party, without losing their position. Repeated unjustified refusal may lead to suspension or exclusion. Against the rules, which exhaust the administrative route, an appeal for reversal may be filed within one month before the Mayor’s Office and a contentious-administrative appeal within two months before the Contentious-Administrative Court of León.
The announcement comes at a time of strained staffing in the Leonese rural environment, where the fire extinction service depends on temporary staff and weekend guards. The combination of a deadline of barely seven business days, the simultaneous requirement of a C license and CAP, and the absence of an academic degree outlines a call designed for already trained professionals: those who do not have both permits in order will not be able to apply, and those who do must gather the documentation of their merits in less than two weeks.
