Por FactBox Admin

The Plenary of the Renau City Council, in an ordinary plenary session on September 28, 2026, initially approved the municipal Ordinance regulating Digital Administration and submitted it for public information for a period of 30 business days. The agreement is published in the Official Gazette of the Province of Tarragona on October 21, 2026, with the official reference CVE 2026-09758, and includes the full text of the regulation as an annex.
A text of 56 articles and seven titles
The ordinance is structured into 56 articles distributed across seven titles, in addition to three additional provisions, one transitional provision, one repealing provision, and two final provisions. Its objective is to regulate the conditions of use of electronic means, services, and digital applications of the local entity to facilitate simplification, transparency, and effective service to the citizenry.
The thematic blocks of the text are:
- Title I: general provisions, glossary, subjective and objective scopes of application, responsible parties, and principles of digital administration.
- Title II: instruments for electronic access, such as the electronic office, the electronic registry, the catalog of services and procedures, the citizen folder, and the notice board.
- Title III: processing of the electronic administrative procedure, including the identification and signature policy, electronic notification, the electronic file, and the archive.
- Title IV: transparency and public information, including the right of access procedure.
- Title V: open government, opening and reuse of data, and open data portal.
- Title VI: citizen participation and collaboration through electronic means.
- Title VII: use of artificial intelligence systems and tools.
Who is required to interact via electronic means
Article 25 establishes the subjects required to interact electronically with the council for any step of an administrative procedure. The list includes:
- Legal entities and entities without legal personality.
- Those exercising a professional activity with mandatory membership in a professional association, including notaries and property and commercial registrars.
- Representatives of an interested party required to use electronic means.
- Personnel in the service of the local entity, elected officials, and municipal political groups.
- Persons participating in selection processes or calls for the filling of positions.
- Self-employed persons, awardees of public contracts, and trade union and staff representation organizations.
Natural persons who are not required must be guaranteed access to electronic means and may consent to their exclusive use for a specific area or for all municipal management.
Artificial intelligence and entry into force
Title VII incorporates the impact assessment of artificial intelligence systems, a municipal registry of these systems, and the conditions of use by staff, who in no case may use tools without the authorization of the corporate services. The entity must approve the list of permitted tools by mayoral resolution and update the list of generative tools annually; the algorithms used must be published on the transparency portal.
The planned calendar is as follows:
- The public information period of 30 business days begins the day after the last official publication (BOP, DOGC, a daily written media outlet, electronic office, and transparency portal).
- If there are no claims or allegations, the provisional agreement becomes final without the need for a new plenary agreement.
- The final agreement and the full text must be published in the BOP and on the electronic office, with a reference to the DOGC.
- Entry into force will occur once the full text has been published and the 15 business days of article 65.2 of Law 7/1985, of April 2, regulating the bases of the local regime, have elapsed.
The agreement is electronically signed by the mayor, Manel Castellanos Álvarez, on October 19, 2026. The regulation is based on laws 39/2015 and 40/2015, Royal Decree 203/2021, Regulation (EU) 2024/1689 on artificial intelligence, and Catalan laws 26/2010 and 29/2010, of August 3.
Impact for residents and businesses
The ordinance converts obligations that until now derived from state and regional legislation into its own municipal regulation, and does so in a small municipality where the telemetric relationship with the council now has a regulated framework. During the 30 business days of public exhibition, interested parties may examine the file and submit claims and suggestions, a window that determines whether the text is definitively approved without passing through the Plenary again.
