Valoriza's agreement for packaging collection in Fuenlabrada has been registered

The General Directorate of Labor of the Regional Ministry of Economy, Finance and Employment of the Community of Madrid has registered and ordered the publication of the collective agreement of Valoriza Servicios Medioambientales, S.A. for the Selective Packaging Collection Service in the municipality of Fuenlabrada. The decision is formalized in the Resolution of September 2, 2026, published in the Official Gazette of the Community of Madrid (BOCM) no. 230, of September 26, 2026, with the official reference BOCM-20260926-1 and the agreement code 28103651012023.
The text was signed by the Negotiating Commission on June 29, 2026, and affects all employees of the company assigned to the selective packaging collection service in Fuenlabrada. The resolution, signed by the Director General of Labor, Silvia Marina Parra Rudilla, registers the agreement in the Registry of Collective Agreements, Collective Labor Agreements and Equality Plans and mandates its mandatory and free deposit and publication in the BOCM.
Validity and scope of application
The agreement has a duration of two years, from January 1, 2026, to December 31, 2027, and enters into force on the day of its signing, except for matters with express provision. It shall be automatically terminated on December 31, 2027, although it will remain in its own terms until the signing of a new text that replaces it.
The definitive salary tables for 2026 and 2027 are applied retroactively to January 1, 2026. Personnel subrogated by the company at the start of the contract linked to the Fuenlabrada City Council maintain the rights and obligations of the agreement recorded in the minutes of October 5, 2012.
Salaries, bonuses and payments
The remuneration structure includes base salary, agreement bonus, seniority, toxic, arduous and dangerous bonuses, transport bonus, night bonus, activity bonus and crane operation bonus. The total annual amounts for 2026 are:
- Supervisor: 32,190.68 euros.
- Foreman: 28,203.89 euros; night foreman, 31,267.56 euros.
- Driver: 25,653.49 euros; night driver, 28,647.27 euros.
- Laborer: 23,201.41 euros; night laborer, 25,747.20 euros.
- Workshop technician (1st, 2nd and 3rd): between 23,334.86 and 22,590.73 euros.
For 2027, the amounts increase: the laborer rises to 24,134.45 euros annually and the driver to 26,660.10 euros. Seniority consists of three bienniums of 5% of the base salary and subsequent quinquenniums of 7%; the night bonus is equivalent to 25% of the base salary and crane operation is paid at 3.00 gross euros per day. Three extraordinary payments are made (Summer, Christmas and March), in addition to the May 1st and November payments, prorated in the monthly payroll during the term of validity.
Working day, permits and social improvements
The weekly working day is 35 hours, with 7 hours daily and a 30-minute intermediate break considered effective time. Shifts are set from 7:00 to 14:00, from 14:15 to 21:15, and from 22:00 to 05:00 hours. Additional hours are voluntary and are compensated at the overtime hourly rate.
- Vacations: 30 calendar days for the weekday staff and 10 days for staff working Saturdays, Sundays, and holidays (SDF).
- Personal days: 5 per year for weekday staff and 3 for SDF, with the possibility of a fourth day.
- Marriage or civil partnership leave: 15 calendar days.
- Group life insurance: 23,000 euros for death or disability resulting from a workplace accident.
- Repayable loans: up to 1,000 euros for full-time and 500 euros for part-time SDF, with a fund endowed with 18,000 euros.
- Holidays: San Martín de Porres (November 3) is added, paid with 40 euros for SDF staff.
Heat Protocol and Agreement Control
Annex III incorporates a heat protocol applicable to the light packaging service during the summer season, from June 1 to September 15, extendable if any alert is activated. It establishes measures by levels: in yellow alert (36-38 °C), routes are scheduled for the morning and a 10-minute thermal recovery break is required every 90 minutes; in orange alert (39-41 °C), vehicles without air conditioning shall not depart during hours of maximum solar load; and in red alert (from 41 °C onwards), outdoor tasks are suspended except for emergencies or minimum services.
A Joint Parity Commission for the monitoring and interpretation of the agreement is created, with a mandatory meeting within a maximum period of 10 business days from the call. Regarding equality, the company’s Equality Plan, signed with U.G.T. and CC.OO., is applied. An administrative appeal may be filed against the resolution before the Vice-Ministry of Economy and Employment within one month.
The agreement regulates the labor and salary conditions of the staff providing an essential municipal service in Fuenlabrada, with staggered increases until 2027 and specific security guarantees against extreme heat episodes.
