Por FactBox Admin

The Plenary Session of the City Council of Quintanar de la Orden approved on September 24, 2026, the “Labor Conditions Agreement for the Local Police,” negotiated in the General Negotiation Table and unanimously signed in the session of September 21, 2026. The full text is published in the Official Gazette of the Province of Toledo number 190, dated October 5, 2026, within the City Councils section (reference No. I.- 4477). The agreement regulates the organization of the service, the working day, shifts, extraordinary services, and their economic compensations.
The document is annexed to the regulatory agreement on the working conditions of the civil servant personnel of the Most Excellent City Council of Quintanar de la Orden and is based on Law 8/2002, of May 23, on the Coordination of Local Police of Castilla-La Mancha, and Decree 110/2006, of October 17, which approves its Regulation. Its personal scope covers all civil servants of the Local Police Corps serving in the municipality, and its validity extends from January 1 to December 31, 2026, with an automatic annual extension unless expressly denounced one month in advance. The text was signed in Quintanar de la Orden on September 28, 2026, by the mayor, Pablo Nieto Toldos.
Ordinary working day in seven-day cycles and annual schedule
Ordinary service is organized, as a general rule, through cycles of seven consecutive days of work with continuous eight-hour shifts, followed by seven consecutive days of rest, respecting the annual working day count of the rest of the municipal staff. Weekends are distributed alternately, one for work and the next for rest, and the rotating shifts are fixed as follows:
- Morning shift: from 07:00 to 15:00 hours.
- Afternoon shift: from 15:00 to 23:00 hours.
- Night shift: from 23:00 to 07:00 hours.
The annual schedule is prepared by the Local Police Headquarters after consultation with the staff and the Personnel Delegate, and is approved by the Mayor’s Office. It must be approved and displayed, at the latest, by December 15 of the previous year, with a copy sent to the Personnel Delegate one month prior. The Chief Officer and personnel in secondary activity are excluded from the ordinary shift schedule, and the initial assignment of groups and shifts is carried out by lottery.
Extraordinary services: voluntary and with working day limits
Extraordinary services are, as a general rule, voluntary, with preferential calling among personnel on rest and a minimum notice of twenty-four hours. They comprise a full eight-hour shift, and the sum of ordinary and extraordinary working hours cannot exceed twelve continuous hours, with a minimum rest of eight hours between working days. Overtime hours are remunerated according to three modules:
- Module 1, daytime on a working day: 27 euros/hour for police officer, 30 for official, and 31.50 for chief official.
- Module 2, nighttime on a working day or daytime on a holiday: 30, 33, and 34.50 euros/hour.
- Module 3, nighttime on the eve of a holiday, Friday, Saturday, or holiday: 34, 37, and 38.50 euros/hour.
When the service is provided for third parties obliged to reimburse the cost, personnel receive double these amounts if the City Council has received the reimbursement. Additionally, a gratification for special hardship is established for designated dates, with amounts from 50 to 140 euros depending on the day and shift (December 24 and 31, December 25, January 1, 5, and 6), and objective programs funded for 2026 with 18,500 euros for Fair and Festivals, 6,000 for Holy Week, and 7,000 for Christmas.
Compensation for shift changes and rest periods
The subsequent alteration of the schedule generates compensation: 60 euros per full week from Monday to Friday or per holiday, Saturday, or Sunday, and 120 euros per full weekend when the change is communicated seven days or more in advance; 40 euros per working day and 60 per Saturday, Sunday, holiday, or eve if notified with less than seven days. Joining the night shift is compensated with 45 euros per working night, 80 per night on Friday, Saturday, Sunday, holiday, or eve, and 260 euros per full week of nights. The transition from night to afternoon shift is paid at 50 or 85 euros depending on the day.
Compensatory rest days are requested fourteen days in advance, extendable to seven in exceptional cases, and cannot be authorized on January 5, Maundy Thursday, Good Friday, August 14 and 15, December 24 and 31. The figure of the “Volante” (floating officer)—five weeks per year per officer in a pre-alert status—entitles them to two additional days for personal matters. Attendance at judicial bodies is compensated with four hours of rest or 50 euros if within the municipality, and eight hours or 100 euros if outside.
The agreement also guarantees a minimum staffing of two police officers per shift, legal assistance and defense in service actions, payment for the renewal of the driver’s license, two annual shooting practice exercises, and free access to municipal sports facilities.
