Purullena opens competitive bidding for 32 cooperative protected housing units in Cañada Pajares

The Purullena City Council has opened a public information and initiative competition period of 30 business days for the development of 32 protected homes under a cooperative regime on municipal land located at Cañada Pajares street number 3, in the municipality of Purullena (Granada). The announcement, signed by the mayor-president José Luis Martínez Alcalde, is published in the Official Gazette of the Province of Granada number 187, Monday, September 28, 2026, with the official reference BOP-GRA-2026-187021 (pp. 87-92). The period is calculated from the day following the publication of the announcement in the provincial gazette.

The call responds to the submission, on March 26, 2026 (entry registry 2026-E-RE-312), of a private initiative presented by the ADIMURD Association — Action for Real Estate Development in Municipalities at Risk of Depopulation, with CIF G-16382186, acting as the promoting management entity. The project is named “Residencial Colinas del Fardes” and is processed under municipal file Gestiona 374/2024. The final promoter must be an Andalusian housing cooperative society, constituted and registered before the signing of the urban planning agreement and the public deed of transfer.

Municipal land with disused industrial warehouses

The asset subject to the operation is the property with cadastral reference 3004301VG8330C0001SE, with a cadastral graphic area of 8,670 m² and a registry area of 9,291.32 m², upon which industrial warehouses of 3,782 m² built area stand. It is registered in the Property Registry of Guadix (property number 3,517, volume 1,724, book 52, folio 31).

  • Acquisition agreed upon by the Municipal Plenary in an extraordinary session on December 13, 2024.
  • Public deed of January 16, 2025, ratified on January 17, 2025.
  • Origin: creditor proceedings 321/2008 filed against ENVASES PLEGUEZUELOS, S.L. before the Commercial Court number 1 of Granada.
  • Available unbuilt area: approximately 4,992 m² cadastral or 5,613.32 m² registry, pending topographic survey.
  • Classification: Residential Urban Land —“Dense Block” and “New Residential Extensions”— according to the Subsidiary Norms of Purullena.

The action is divided into two subparcels: Subparcel A, reserved for the City Council for public facilities, public housing, and open spaces, and Subparcel B, consisting of the unbuilt area and entirely destined for the 32 protected single-family homes under cooperative management.

Minimum price, urbanization, and reinforced guarantees

Any competing initiative must commit to minimum economic benefits, which may be improved upwards:

  • Payment to the City Council of a price not less than 100,000.00 euros for the onerous transfer of Subplot B.
  • Full and exclusive assumption of the sector’s urbanization, including that which affects the municipal Subplot A, for a minimum of 628,963.00 euros excluding taxes.
  • Mandatory free transfers by law: roads, open spaces, green areas, facilities, and medium-use areas, free of charges and urbanized.
  • Classification of the dwellings as protected and allocation to the cooperative members in accordance with the Municipal Public Registry of Applicants for Protected Housing.
  • Reinforced guarantees: bank guarantee for the urbanization cost increased by 20%, an inscribed explicit resolutory condition, and civil liability insurance.

Deadlines, submission, and selection criteria

Housing cooperative societies regulated by Law 14/2011, of December 23, on Andalusian Cooperative Societies, non-profit entities managing cooperatives, and legal entities with a functionally equivalent scheme may submit initiatives. Proposals shall preferably be submitted through the municipal Electronic Office (https://purullena.sedelectronica.es) or at the General Registry of the City Council, at Poeta Antonio Praena street, s/n, 18519 Purullena, identifying file 374/2024.

Should several initiatives be submitted, the choice shall correspond to the competent body by means of a reasoned agreement, considering the highest price offered, the scope and quality of the urbanization project, the solvency and guarantees of the promoter, the architectural quality and energy efficiency, compliance with the schedule, and social improvements. The City Council may declare the procedure void if no initiative is sufficiently advantageous for the public interest, and the final selection is reserved for the municipal Plenary.

This announcement is informative and a public call; it does not exhaust the administrative route and does not generate a right to compensation for the proponents. The operation mobilizes unused public industrial land to expand the municipality’s protected housing stock and opens the door for cooperatives and managing entities to compete on equal terms with the initially presented initiative. For the VPO (Protected Housing) applicants registered in the municipal registry, the announcement establishes the framework that will determine access to 32 protected dwellings under a cooperative regime in the surroundings of the Barrio de Cuevas.
