The road transport agreement for Asturias has been published, effective for 2024-2030

The Official Gazette of the Principality of Asturias (BOPA) publishes on September 28, 2026, the Collective Agreement for the Road Freight Transport, Logistics, and Parking sector of the Principality of Asturias, with general effectiveness for the entire sector and validity from January 1, 2024, to December 31, 2030. The Resolution of September 15, 2026, from the Department of Science, Industry, and Employment, orders its registration in the Registry of collective agreements, collective labor agreements, and equality plans and its publication, under file C-020/2026 (code 33100885012026).

The agreement was signed in Oviedo on August 25, 2026, at 11:30 AM, at the headquarters located at Plaza General Ordóñez, 1, according to the granting and signing minutes no. 7. The text was signed by the Federation of Services, Mobility, and Consumption of UGT Asturias (FeSMC-UGT Asturias), the Association of Transport, Logistics, and Parking Entrepreneurs of Asturias (ASETRA-CETM Asturias), and the Independent Trade Union Center of Transporters of Asturias (CESINTRA), who mutually recognize each other’s absolute majority representativeness in the sector and sign with general effectiveness (erga omnes) under article 89.3 of the Workers’ Statute. The Federation of Citizen Services of CC.OO. Asturias (FSC-CC.OO. Asturias) did not sign the agreement: during the meeting, they requested a postponement of the signing having received the final text the previous day at 1:08 PM, a request rejected by UGT, ASETRA, and CESINTRA. The application for registration was submitted electronically on August 26, 2026.

Scope of Application and Validity

The agreement regulates the working conditions of companies and workers in road freight transport, transport operators, logistics, distribution, washing and lubrication stations, garages, and parking lots, both public and private, throughout the Principality of Asturias. Passenger transport in all its forms is expressly excluded.

• Validity: from January 1, 2024, to December 31, 2030, with retroactive economic effects from January 1, 2024.
• Exceptions to retroactivity: the Sunday Bonus (article 29) and the counting of snack breaks and workday interruptions as effective working time (articles 10, 11, and 14) only apply from January 1, 2026.
• Termination: in the last two months prior to its expiration; the negotiation of the next agreement will begin in January 2031.

Working Day, Rest Periods, and Vacations

The working day for mobile route personnel is set at 1,720 annual hours of actual effective work, over 215 working days at a rate of 8 hours per day. For mobile personnel assigned to industrial, port, and continuous supply cycles, and for non-mobile personnel, the ordinary working day is an average of 40 hours per week on a weekly basis when no agreement exists with the legal representation of the workers.

• Vacations: 30 calendar days paid based on the actual salary.
• Discretionary leave: 10 paid days per year, plus up to 5 days of unpaid leave.
• Home rests: at least 8 out of every 12 weekly rests in national transport and 5 out of every 12 in international transport.
• Rest between shifts: 12 uninterrupted hours; weekly rest of two uninterrupted and rotating days.
• Snack break: 30 minutes for continuous shifts of more than six hours and 20 minutes between four and six hours, countable as effective working time from January 1, 2026.

Salaries and supplements

The tables in Annex I set the agreed annual increases: 3.1% in 2024, 3.05% in 2025, and 3.15% in 2026; for 2027 and 2028, the year-on-year state CPI plus 0.25%, and for 2029 and 2030, the CPI plus 0.5%.

• Base salary 2026: 57.23 euros/day at level VI (mechanic driver, forklift operator, crane operator) and 55.79 euros/day at level VI bis (driver).
• Sunday bonus 2026: 28.61 euros per Sunday worked at level VI, equivalent to 50% of the daily base salary.
• Night shift: 25% increase over the daily base salary between 22:00 and 06:00 hours.
• Per diems 2026: 73.90 euros for national and 114.02 euros for international.
• Extraordinary bonuses: three payments of 30 days of base salary (March, July, and December).

Joint commission and control

The Joint Sectoral Commission will be composed of six members: three appointed by UGT, two by ASETRA, and one by CESINTRA. Its agreements are adopted by unanimity and binding ones are published in the BOPA. The text also incorporates a personnel subrogation regime for changes in contractors and refers the disciplinary regime to the II General Agreement for Road Freight Transport Companies. Annex II regulates alcohol and drug testing for driving personnel: up to three annual processes, covering a maximum of 15% of the workforce.

The agreement provides freight transport, logistics, and parking lots in Asturias with a unique and stable framework until 2030, with economic effects retroactive to 2024 and new guarantees for rest and working time recording. Its general effectiveness extends it to all companies within the scope, including those with their own agreement.
