Collective agreement for the labor staff of Villanueva de la Vera published

The Official Gazette of Extremadura publishes this Wednesday, September 23, 2026, in issue number 184, the text of the Collective Agreement for the contractual staff of the City Council of Villanueva de la Vera (Cáceres), following the resolution of the General Directorate of Labor dated September 14, which orders its registration in the regional registry. The agreement, with code 10100582012026, was signed on August 27, 2026, and ratified by the Plenary of the City Council in an extraordinary session on September 3. The official reference of the announcement is 2026062372.

The resolution, signed by the Director General of Labor, Pilar Bueno Espada, in Mérida on September 14, 2026, is issued under Article 90 of the Workers’ Statute, Article 38 of the Basic Statute of Public Employees, Royal Decree 713/2010, and Decree 187/2018, which creates the Registry of Collective Labor Agreements and Accords of the Autonomous Community of Extremadura. The agreement was signed by representatives of the municipal corporation and members of the works council, with CSIF and CC.OO. as the intervening trade union organizations.

The text regulates the working conditions of the contractual staff in the direct service of the City Council, with a validity of four years, automatically extendable by calendar years, and application in all municipal workplaces. It will enter into force once the legal procedures are completed and its version is published in the DOE.

Working day, vacations, and leave

  • Working day of 37.5 hours per week, with flexible scheduling and a maximum of 8 hours per day; fixed daytime shift from 8:00 to 15:00 or from 15:00 to 22:00, and a rotating shift that adds the 22:00 to 8:00 shift.
  • Minimum weekly rest of two uninterrupted days and a pool of 14 days of annual compensation for shift personnel.
  • Vacations of 22 working days or 30 calendar days, extendable by seniority: 23 days at 15 years, 24 at 20, 25 at 25, and 26 from 30 years onwards.
  • Six days of personal leave per year, reaching 13 upon completion of the thirteenth three-year period.
  • Paid leave of 15 calendar days for marriage, five for serious illness or death of a first-degree relative, three for second-degree, and two for third-degree.

Remuneration and supplements

Remuneration is divided into basic (salary, triennials, and extraordinary payments) and complementary (professional career, destination, specific, productivity, gratifications, and the corresponding part of the extra payments). The value of the triennial is set at 23.50 euros, and two extraordinary payments will be paid per year, in June and December. Positions are classified into 18 levels of destination supplement.

  • Guards: amount calculated using the formula X = 300 x 5 / n, based on 300 euros, updatable according to the General State Budgets.
  • Availability bonus: 70 euros per month.
  • Compensation for use of own vehicle: 0.26 euros per kilometer.
  • Complementary aid: supplement up to 100% of remuneration during temporary disability due to common illness or non-occupational accident.

Teleworking, prevention and protocols

Chapter X regulates teleworking, developed in Annex III, with equipment provided by the City Council (laptop, case, and mouse) and authorization from the mayor within a maximum period of ten business days, with positive administrative silence. Chapter IX incorporates a protocol against workplace harassment (Annexes I and II) covering sexual harassment, gender-based harassment, and harassment based on LGBTI status. Annex IV establishes the action protocol for adverse weather phenomena and forest fires within the PLATERCAEX/INFOEX framework, with a meeting point at Plaza de Aniceto Marinas and coordination via 112.

Organization and disciplinary regime

  • Classification of personnel into five professional groups (I to V), according to qualification and functions.
  • Voluntary conversion to civil servant status through an independent call separate from the public employment offer, under a regime of internal promotion and competitive examination.
  • Credit of 20 monthly hours per member of the Works Council for trade union activity.
  • Minor, serious, and very serious misconduct, with sanctions reaching up to dismissal; statute of limitations of three years for very serious, two for serious, and six months for minor offenses.

Publication in the DOE grants the agreement general effectiveness and establishes the labor framework for municipal employees of Villanueva de la Vera for the next four years, with improvements in work-life balance, remuneration, and protection against harassment. The agreement replaces the conditions in force to date and creates a Joint Commission for interpretation and oversight, which must be constituted within thirty calendar days following the signing.
