President Sets 17,500 Refugee Admissions Ceiling for Fiscal Year 2027

The White House has fixed the United States refugee admissions ceiling at 17,500 people for fiscal year 2027, with the bulk of the places reserved for Afrikaners from South Africa. The decision is set out in Presidential Determination No. 2026–24, signed on September 25, 2026, and published in the Federal Register of October 2, 2026 under document reference FR Doc. 2026–20318. The determination is addressed as a memorandum to the Secretary of State, the Secretary of Homeland Security and the Secretary of Health and Human Services.

A ceiling of 17,500 places

The text states that “the admission of up to 17,500 refugees to the United States during Fiscal Year 2027 is justified by humanitarian concerns or is otherwise in the national interest.” The figure operates as a maximum: admissions “may reach but not exceed the numerical limit described herein.”

The President issues the determination by the authority vested in him by the Constitution and in accordance with section 207 of the Immigration and Nationality Act (8 U.S.C. 1157), after what the document describes as appropriate consultations with Congress.

Priority for Afrikaners from South Africa

The determination specifies that admissions “shall primarily be allocated among Afrikaners from South Africa pursuant to Executive Order 14204.” That order, cited in the text, provides for the refugee resettlement of Afrikaners from South Africa who are described as victims of unjust racial discrimination.

The document also invokes section 101(a)(42)(B) of the Act (8 U.S.C. 1101(a)(42)(B)) to specify that, for fiscal year 2027, those processed under Executive Order 14204 may, if otherwise qualified, be considered refugees for the purpose of admission to the United States within their countries of nationality or habitual residence.

Conditions tied to earlier presidential actions

The determination states that refugee admissions under it are “in all respects subject to the requirements of other Presidential policies and actions, whether issued prior or subsequent to this determination.” It lists the following as among those binding instruments:

  • Executive Order 14161, which mandates that refugees receive the most stringent identification verification of any class of alien seeking admission or entry to the United States.
  • Executive Order 14163, which suspends the entry of refugees except when the Secretaries of State and Homeland Security jointly determine that an admission is in the national interest and does not threaten the security or welfare of the United States.
  • Executive Order 14204, on refugee resettlement of Afrikaners from South Africa.
  • Proclamation 10998, which restricts the entry of certain foreign nationals whose admission would be detrimental to the national interest.

Publication and implementation

The determination directs the Secretary of State to publish it in the Federal Register, which is how the text appeared in Volume 91, Number 190, dated Friday, October 2, 2026. The document was filed on October 1, 2026, and carries billing code 4710–10–P.

The practical effect is that the 17,500 places are not a standalone entitlement: any admission must clear the joint national-interest test set by Executive Order 14163 and the enhanced identity-verification standard of Executive Order 14161, while the allocation is steered toward one national group. For readers following United States refugee policy, the determination confirms a historically low ceiling combined with a geographically narrow priority, and it leaves the operative discretion over individual admissions with the Departments of State and Homeland Security.
