Pradejón will charge special contributions to the owners of Regadío Street
Por FactBox Admin

The Pradejón City Council has finalized the file for the imposition and organization of special contributions intended to partially finance the redevelopment of Regadío Street, along with the Fiscal Ordinance regulating them. The agreement, initially adopted by the Plenary in an ordinary session on April 23, 2026, was automatically finalized as no claims were filed during the public exhibition period. The full text is published in the Official Gazette of La Rioja number 211, dated Monday, November 2, 2026, in section III. Other Provisions and Acts (reference III.4108), with the secure verification code BOR-A-20261102-III–4108.
The legal framework of the levy
The publication is carried out in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The ordinance establishes as the taxable event the benefit or increase in value of the real estate derived from the works, according to the project approved by plenary agreement on April 23, 2026.
The following shall be considered specially benefited properties:
- Those classified as urban or as delimited developable land according to the general planning of the municipality.
- Those classified as non-developable but already built, when that classification stems from a reclassification from urban land.
Who pays and how much
The taxpayers are the owners of the affected properties included in the area delimited in the technical report, namely, all properties located on Regadío Street. The taxable base is set at fifty percent of the cost of the work borne by the municipality, consisting of:
- Fees for project drafting, site management, and safety: 55,660 euros.
- Execution budget for the works: 1,389,927.30 euros.
- Total sum: 1,445,587.30 euros.
- Amount to be passed on to taxpayers: 722,793.65 euros.
The ordinance warns that the budgeted cost is a mere forecast: if the actual cost differs, the latter will be used to calculate the quotas. Furthermore, if the city council obtains subsidies, these will be subtracted from the cost borne before the distribution is issued.
Distribution by facade and surface area
The distribution among taxpayers is carried out using two modules applied in equal parts: the surface area of the properties and the linear meters of the facade. When a property has a facade on more than one street, its surface area is divided by the number of streets for the calculation.
Once the taxable base is fixed, it is divided by the total sum of units of each module, resulting in the following unit prices:
- 248.36 euros per linear meter of facade.
- 31.79 euros per square meter of surface area.
The quota for each property is calculated by multiplying the attributable modules by their unit value. The quotas will be notified individually to each taxpayer or, failing that, by public notice, following the resolution of the Mayor’s Office that determines them.
When to pay and how to appeal
The contributions accrue when the works are executed, although the city council may require advance payment of 100 percent once the final agreement has been published and the work awarded, via a resolution from the mayor approving the individual quotas. Upon completion of the works, final settlements will be issued, offsetting the advances as payments on account.
The ordinance enters into force on the day of its publication in the Official Gazette of La Rioja and applies from the following day. For matters not provided for, it refers to the General Ordinance approved in Plenary on September 22, 1989, and published in issue 144 of the provincial gazette on November 30, 1989.
Against the agreement, which exhausts the administrative route, the following are available:
- Optional appeal for reversal before the Plenary within a period of one month.
- Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja, within two months.
The announcement was signed in Pradejón on October 29, 2026, by the mayor-president, Alfonso Pousada Cabrero.
The decision transfers a significant part of the cost of a project of nearly 1.4 million euros to the residents and establishes for the first time the criteria by which the bill will be distributed: facade and surface area. For the owners of Regadío Street, the document sets both the price of each module and the payment schedule and available means of challenge.
