Ponferrada inicia el expediente de ruina de dos inmuebles de Calle Hospital

The Ponferrada City Council has initiated the proceedings to declare the ruin of two properties located at Calle Hospital 13-15, in the heart of the city, and has opened a two-month public information period. The decision was adopted by decree of the delegated councilor for Public Safety, Urban Planning, and Festivals, Carlos Cortina García, dated October 21, 2026, and is published in the Official Gazette of the Province of León no. 203, dated October 26, 2026, with the official reference BOP-LE-2026-203008.

The announcement is based on article 326.1 of Decree 22/2004, of January 29, which approves the Urban Planning Regulations of Castilla y León, as amended by the Decree of July 9, 2009. This regulation requires the initiation of ruin proceedings to be submitted for public information before they are resolved, so that any interested party may examine the file and present allegations.

A procedure initiated at the request of a party

The file, registered under number 2026/R/01, did not start ex officio: the announcement specifies that it is a procedure “initiated at the request of a party.” In other words, the request for the declaration of ruin was submitted by the owners of the buildings themselves, not by the municipal inspection.

The ownership of the two properties belongs to Avelina Domínguez de Castro, with NIF 09****32-L, according to the data appearing in the official text. The initiation decree is electronically signed by the delegated councilor and the announcement is disseminated through the electronic headquarters of the provincial gazette, where it can be verified using the secure code accompanying the publication.

Two cadastral references for the same complex

The affected buildings are two contiguous urban estates, identified independently in the Cadastre:

  • 7930244PH9173S0001UQ, corresponding to property number 13 of the street.
  • 7930243PH9173S0001ZQ, corresponding to number 15.

Both references share the cadastral sheet PH9173, characteristic of the urban center of Ponferrada, which confirms that these are two constructions within the same consolidated urban environment and not a single plot.

Two months to examine the file and object

The public information period is 2 MONTHS starting from the publication of the announcement, according to the text approved by the Department of Urban Planning. During this period, interested parties may appear in the proceedings, consult the technical documentation, and formulate any allegations they deem appropriate.

The opening of the process directly affects three groups:

  • The owners of the two properties, who are promoting the proceedings.
  • The neighbors and occupants of the adjacent buildings on Calle Hospital, due to the security implications entailed by a property in a state of deterioration.
  • The owners of commercial premises and homes in the area, interested in the urban evolution of the surroundings.

Third ruin of the month in the city center

The case of Calle Hospital 13-15 is not an isolated action. In the same month of October, the Ponferrada City Council has published the initiation of two other ruin proceedings in the municipality:

  • 2026/R/02, for the property at Calle Camino Jacobeo number 4, by decree of October 15, 2026, and published in the Official Gazette of the Province of León no. 202, of October 23, 2026 (BOP-LE-2026-202006).
  • 2026/R/04, for the property at Pasaje San Lorenzo number 3, by decree of October 21, 2026, and published in the same number 202 (BOP-LE-2026-202007).

The three announcements follow an identical model: same regional precept, same two-month deadline, and same publication formula in the provincial gazette, which points to a standardized procedure in the Department of Urban Planning for this type of proceedings.

The declaration of ruin is the administrative step that determines whether a building must be rehabilitated or demolished, and conditions the conservation obligations of the property. Its opening on a central street such as Calle Hospital, a few meters from the commercial and administrative core of Ponferrada, makes the proceedings a matter of direct interest for the residents of the area, who have two months to express their views before the City Council resolves the matter.
