Energy Policy rejects the Los Campillos photovoltaic project and archives its file in Soria
Por FactBox Admin

The General Directorate of Energy Policy and Mines has dismissed the request for prior administrative authorization and administrative construction authorization for the Los Campillos photovoltaic installation, with an installed capacity of 33.825 MW, proposed for hybridization with the Los Campillos wind farm, with 34 MW, in the province of Soria. The decision, adopted by resolution on September 9, 2026, is published in the Official State Gazette (Boletín Oficial del Estado) no. 260, of October 20, 2026 (Sec. III, p. 140119), and agrees to the archiving of file PEol-FV-151.
The ruling corresponds to the Ministry for the Ecological Transition and the Demographic Challenge and is based on Article 53 of Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical installations. The developer, Iberenova Promociones, SA, had requested on December 30, 2022, the determination of environmental impact, prior authorization, construction authorization, and the declaration of public utility for the project and its evacuation infrastructure.
Four years of processing and a prior environmental archiving
The file accumulates several adverse milestones. On August 1, 2023, it was referred to the Sub-Directorate General for Environmental Assessment for the environmental impact determination procedure for renewables provided for in Royal Decree-Law 20/2022, of December 27. The General Directorate of Environmental Quality and Assessment resolved on September 4, 2023, to declare the termination of the procedure and the archiving of the file for the hybrid installation of 41.671 MWp located in Almazán, Barca, Villasayas, and Centenera de Andaluz, for failing to meet the requirements of that regulation.
The developer reacted by requesting on September 19, 2023, the initiation of an ordinary environmental impact assessment in accordance with Law 9/2018, of December 5. Simultaneously, on October 16, 2023, they requested the suspension of the processing of the declaration of public utility for the hybrid installation.
The General Directorate had admitted the request for processing and, on April 5, 2024, issued an accumulation agreement to jointly process the files for Los Campillos and Bordecorex, under number PEol-FV-151 AC. That agreement became void on July 16, 2026, when separate processing was opted for, such that the project proceeded to be resolved under code PEol-FV-151.
The expiration of access permits, the determining factor
On October 10, 2023, the project obtained the update of the access and connection permits to the transmission grid at the Almazán 400 kV substation, owned by Red Eléctrica de España, SAU. These permits expired on May 10, 2026, as the environmental impact statement was not obtained within the timeframe set by Royal Decree-Law 23/2020, of June 23, which requires 31 months for the environmental statement and 34 for the construction authorization.
- June 22, 2026: Red Eléctrica de España, SAU notifies the Ministry of the expiration of the permits.
- July 16, 2026: agreement to decouple the files of Los Campillos and Bordecorex.
- July 28, 2026: hearing process regarding the proposal for dismissal, with no response from the promoter.
- September 9, 2026: resolution by the Director General, Manuel García Hernández.
The legal basis is direct: Article 53 of Law 24/2013 prevents the granting of administrative authorization for a generation facility if its owner does not previously hold valid access and connection permits. Without them, the application cannot proceed.
Location, capacities, and appeal process
The project was located within the municipal boundaries of Velamazán, Caltojar, and Centenera de Andaluz, in the province of Soria, and included its evacuation infrastructure. The figures in the file are as follows:
- Los Campillos photovoltaic installation: 33.825 MW of installed capacity.
- Los Campillos wind farm: 34 MW of installed capacity.
- Connection node: Almazán 400 kV substation.
- File: PEol-FV-151, formerly PEol-FV-151 AC.
Against the resolution, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed before the holder of the Secretary of State for Energy within one month from the day following its notification, according to Articles 121 and 122 of Law 39/2015 and Article 62.2.i) of Law 40/2015.
A repeating precedent in Soria
The decision is not an isolated case. Four days earlier, on October 16, 2026, the BOE published another resolution from the same Directorate General that dismissed the Bordecorex Norte photovoltaic installation, of 44.199 MW, for its hybridization with the 44.35 MW wind farm, and archived file PEol-FV-152. Both projects shared the same promoter, province, and the same accumulation agreement from April 2024.
The impact on the sector is twofold. On one hand, it confirms that the expiration of access permits due to failure to meet the milestones of Royal Decree-Law 23/2020 closes the door to administrative authorization, regardless of the technical status of the project. On the other, it establishes a criterion applicable to the dozens of wind-solar hybridization files that remain in processing and which depend on connection permits with deadlines that have already expired or are close to expiring.
