Peranzanes convoca una plaza fija de administrativo en turno libre

The Peranzanes City Council has announced a selection process to fill one position for General Administration Clerk as permanent labor staff, group C1, in the open competition category. The regulatory bases are published in the Official Gazette of the Province of León no. 195, dated October 14, 2026, with the official reference BOP-LE-2026-195012, and bear the signature of the Mayor Henar María García Ramón, dated in Peranzanes on October 8, 2026.

The position, included in the personnel roster and budgetarily funded, is currently vacant, and the Council justifies its permanent filling based on the need to guarantee the proper provision of municipal administrative services. The position is full-time, with the workplace located at the Peranzanes City Council and functional dependence on the Mayor’s Office-Presidency and the Secretariat-Audit.

The process is governed, among other regulations, by Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of Public Employees; Law 7/1985, of April 2, Regulating the Bases of the Local Regime; and Law 39/2015, of October 1, on Common Administrative Procedure. The bases and the call for applications will be published in the Official Gazette of the Province of León, the Official Gazette of Castilla y León, the municipal notice board, and the electronic office https://peranzanes.sedelectronica.es, in addition to the mandatory announcement in the Official State Gazette.

Job Functions

The selected person will provide administrative services at the City Council and will carry out, among others, the following tasks:

  • Processing and management of municipal administrative files.
  • Management of the General Entry and Exit Registry.
  • Assistance and information to citizens, in person, by telephone, and electronically.
  • Support to the Secretariat-Audit in the preparation and processing of files.
  • Administrative processing of public procurement and urban planning files.
  • Management and updating of the municipal census of inhabitants.
  • Processing of tax, collection, and asset files.
  • Management of electronic notifications, the electronic office, and documentary archives.

The bases specify that in no case shall the hired person be responsible for exercising functions reserved for civil service personnel or Local Administration officials with national qualification.

Requirements and Application Deadline

To be admitted, applicants must meet the following requirements by the date the submission period ends:

  • Spanish nationality, without prejudice to the provisions for nationals of other States.
  • To be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • To possess the functional capacity necessary for the performance of the tasks.
  • Not to have been dismissed through disciplinary proceedings nor be disqualified.
  • To hold a Bachillerato degree, Technical degree, or equivalent.
  • Not to incur any cause of incompatibility.

The deadline for submitting applications is twenty business days, counted from the day following the publication of the call announcement in the Official State Gazette (Boletín Oficial del Estado). Applications, adjusted to the model in Annex I, shall be addressed to the Mayor’s Office-Presidency and may be submitted via the General Electronic Registry of the City Council, in person at the General Registry, or at any of the locations provided for in article 16.4 of Law 39/2015. They must be accompanied by the DNI (ID), the required qualification, the employment history report, and documentation proving the claimed merits.

A 30-point process

The selection system is a competitive examination (concurso-oposición), with a maximum total score of 30 points: 20 for the examination phase and 10 for the merit phase. The examination, which is mandatory and eliminatory, consists of two exercises:

  • First exercise: a multiple-choice questionnaire of 40 questions plus 5 reserve questions, with four alternative answers, 40 minutes in duration, and a minimum of 5 points.
  • Second exercise: written resolution of one or two practical cases of an administrative nature, with a minimum of 5 points.

The merit phase evaluates professional experience (up to 4 points), training (up to 4 points), exercises passed in other selection processes (up to 1 point), and higher academic qualifications (up to 1 point). In the event of a tie, the score of the examination, the second exercise, experience, and training will be considered and, if the tie persists, a public draw will be held.

Tribunal, publicity, and appeals

The Qualifying Tribunal will be composed of a president and four members, one of whom will serve as secretary with voice and vote, in addition to the corresponding substitutes, and will aim for parity between women and men. Its agreements and the development of the tests will be published on the electronic headquarters and the municipal notice board, serving as official notification. Against the rules, which end the administrative route, an optional appeal for reversal (recurso de reposición) may be filed before the Mayor’s Office-Presidency within one month, or a contentious-administrative appeal within two months.

The call offers an opportunity for stable public employment in a small municipality in the rural area of León, where the definitive filling of the administrative position is key to the ordinary functioning of the City Council and the service provided to the residents.
