The City Council of Peralta de Calasanz has opened the application period to establish a job bank for Multi-Service Operator through a competitive examination and merit system (concurso-oposición). The call was approved by Mayoral Resolution number 113, dated October 2, 2026, and is published in the Official Gazette of the Province of Huesca number 193, corresponding to Thursday, October 8, 2026, with the official reference BOPH-2026-193010.

One temporary position and a closed job bank

The announcement, processed under file 1908610Y and signed by Mayor Luis Fuster Casterá on October 5, 2026, aims to establish a job bank intended for the temporary coverage of a labor staff position. The guidelines detail the characteristics of the position:

  • Title: Multi-Service Operator.
  • Status: temporary labor staff.
  • Required qualification: Graduate in Compulsory Secondary Education (ESO) or equivalent.
  • Selection system: competitive examination and merit (concurso-oposición).
  • Number of vacancies: 1.
  • Contract: full-time, Monday to Sunday, with schedule flexibility for service reasons.
  • Salary: according to the assigned category (1st class official of the construction agreement).

The job bank established will be closed and will nullify all existing job banks for the same category. Its validity will be maintained until the resolution of a new selection process, without prejudice to it being expressly repealed at any time by the competent body.

Requirements and submission of applications

Applicants must meet, among other conditions, Spanish nationality—without prejudice to the access of nationals of other States in accordance with article 57.2 of Royal Legislative Decree 5/2015, of October 30—, be at least 18 years old and not exceed the compulsory retirement age, hold the required qualification and a B1 driver’s license, and possess the functional capacity to perform the tasks.

Applications shall be addressed to the Mayor and submitted at the City Council Registry, located at Plaza Mayor, 1, de Peralta de la Sal, or through any of the channels provided for in article 16.4 of Law 39/2015, of October 1. The deadline is 20 calendar days starting from the day following the publication in the provincial gazette. The application must be accompanied by:

  • Photocopy of the DNI (ID).
  • Photocopy of the required qualification.
  • Photocopy of the B1 driver’s license.
  • List of claimed merits and supporting documents, with a deadline as of the publication of the guidelines.

Selection process: examination and merit

The process consists of two distinct phases. The competitive examination phase, which is eliminatory, is graded out of a total of 7 points and requires a minimum of 3.5 to pass. It includes a questionnaire of 25 multiple-choice questions based on the syllabus in Annex II, plus 5 reserve questions, valued at 0.08 points each (maximum 2 points), and a theoretical-practical exercise regarding the work to be performed and knowledge of the municipal district, public roads, facilities, and services (maximum 5 points).

The merit phase, which follows and has a maximum of 3 points, only applies to those who pass the competitive examination. The scale allocates up to 2 points for training—FP I and FP II qualifications related to electricity, plumbing, or agriculture, C1 license, and official courses—and up to 1 point for experience in positions as a multi-service technician, masonry, electricity, or plumbing, at a rate of 0.3 points per year worked. The qualifying tribunal will be appointed by the Mayor’s Office and will consist of a president and four members, one of whom will serve as secretary.

Job Functions

The assigned tasks encompass administrative notifications and communications, conservation of buildings and public roads, ordinary municipal works, parks and gardens, cemetery, maintenance of the drinking water supply and sewage network, garbage collection service, municipal swimming pools, and collaboration in the organization of festivities, in addition to any other analogous task.

Following the publication of the list of successful candidates, the proposed person will have 10 calendar days to present the supporting documentation to the Secretariat, and the formalization of the contract must take place within one month of notification. Against the rules, which are final in administrative proceedings, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Section of the Court of First Instance of Huesca.

The call for applications represents an opportunity for public employment in the rural area of Huesca and reinforces the municipal staff for temporary service needs, while organizing future call-ups through a single and closed pool.
