Parets del Vallès: Compensation Board of the Mollet Sector underway

The Local Government Board of the Parets del Vallès City Council approved on 29 July 2026 the constitution of the Compensation Board of the UA-19 «Mollet Sector», formalised by public deed before a notary on 5 March 2026. The agreement, signed by the acting mayor, Francisco José De la Torre Escobar, is published in the Official Bulletin of the Province of Barcelona of 13 August 2026 (CVE 202610133237), together with the full text of the Bylaws and the Bases of Action that will govern the collaborating urban entity.

The objective is to carry out the urbanisation of action unit UA-19, delimited by the consolidated text of the Revision of the General Town Planning Plan of Parets del Vallès, definitively approved by the Territorial Urban Planning Commission of Barcelona on 22 February 2007 (DOGC 4896, of 1 June 2007). The planning established the reallotment system under the cooperation procedure; the Local Government Board initially approved on 16 April 2025 the change to the basic compensation procedure, which was definitively approved on 16 October 2025. The file is based on a reallotment project approved on 19 July 1990, which must be adapted to the specific amendment of the general plan of 13 May 2010 and registered in the Mollet Property Register.

An agreement in six points

The agreement of 29 July, supplemented by the definitive approval of the draft Bylaws and Bases of Action adopted on 15 January 2026, establishes:

  • To give approval to the constitution of the Board, formalised in a public deed of 5 March 2026 before the notary of Parets del Vallès, Mr. Pere Pineda Masip, with protocol number 378.
  • To publish the agreement in the BOPB, on the City Council’s notice board and on the municipal electronic site.
  • To appoint Mr. Xavier Gadea Borguño as the municipal representative before the Board and its governing bodies, with voice but without vote.
  • To notify the agreement to the owners within the area and to authorise the municipal services for the registration of the Board in the Register of Collaborating Urban Entities.

What the Compensation Board will do

The Board, an administrative entity with its own legal personality, has as its purpose the execution of action unit 19 «Mollet Sector»: drafting and processing the urban management instruments, carrying out the urbanisation works and managing the reallotment. Its registered office is established at the offices of STEN, at Avinguda de Can Magarola, 59, in Mollet del Vallès, and it has an indefinite duration until it fulfils its objectives; in any case, its dissolution will require an agreement of the City Council.

The participation quotas will be proportional to the surface area of the plots contributed. Owners who have not yet joined have one month from notification to adhere; those who do not do so but have expressed a commitment to participate in the execution must provide the guarantee provided for in article 136.2 of the Regulation of the Urban Planning Act.

System for submissions and guarantees

Interested parties may submit submissions or suggestions within 30 days from publication in the BOPB; if none are submitted, the agreement will become final without the need for any new resolution. Other key elements of the scheme:

  • Urban development works will be awarded with a minimum of three bids, unless there is unanimous agreement by the members, with a minimum retention of 5% of the works certificates.
  • In the event of failure to pay the quotas, the Board may request collection by compulsory means, the allocation of resulting plots or compulsory expropriation, subject to a prior payment demand of 30 working days.
  • The City Council, as the acting administration, exercises guardianship: it approves bylaws and bases, appoints a representative, receives the urban development works and authorises dissolution.

The establishment of the Compensation Board makes it possible to unblock the urbanisation of the Mollet Sector, an area delimited since 2007 with a reparcelling project from 1990 that will need to be updated. For landowners in the sector, the news sets deadlines and financial obligations; for the municipality, it opens the way to obtaining urbanised land and receiving the handover works under its guardianship.
