Palafrugell replaces social services positions with sports positions in the OPE

The Palafrugell City Council has approved the third modification of its public employment offers (OPE) for 2024 and 2025, which involves eliminating social services positions and replacing them with sports positions. The decision, adopted by the Local Governing Board in a session on August 13, 2026, is published in two edicts in the Official Gazette of the Province of Girona (BOP) no. 166, dated August 28, 2026.

The agreements are based on article 70.2 of the Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the law of the basic statute of the public employee. The edicts, signed by the acting mayor Isidre Tenas Bofill, directly affect the ongoing selection processes derived from these offers.

Modification of the 2024 OPE

The edict with reference BOP-2026_0_166_7643 (pp. 1-2) modifies the 2024 OPE to eliminate the position of Social Services Technician (group A1) and replace it with that of Sports Technician (group A1), in the open entry track and competitive examination system with a replacement rate.

The remaining positions of the 2024 OPE are maintained, including:

• 1 Social Educator (A2) and 1 Early Childhood Education Teacher (A2), with an extraordinary specific rate from the 2023 LPGE.
• 2 Early Childhood Education Specialist Technician (C1) and 1 Economic Promotion Specialist Technician (C1).
• 1 Events Specialist Technician (C1), 1 Architect (A1), 1 Technical Architect (A2) and 1 Technical Engineer (A2).
• 1 Inspector (C2) and 2 Agents (C2), in the open entry track.
• Internal promotion positions: 1 Administrative Assistant (C2), 5 Administrative Staff (C1), 1 1st Class Official (C1) and 1 Intermediate Social Services Technician (A2).

Modification of the 2025 OPE

The edict with reference BOP-2026_0_166_7644 (pp. 1-3) modifies the 2025 OPE to eliminate the position of Intermediate Social Services Technician (group A2) and replace it with that of Intermediate Sports Technician (group A2), also in the open entry track and competitive examination.

The 2025 OPE maintains the remaining positions, including:

• 1 Social Educator (A2), 1 Support Teacher (A2) and 2 Intermediate Social Services Technicians (A2).
• 1 Social Integration Specialist Technician (C1), 1 Communication Specialist Technician (C1) and 1 Administrative Staff (C1).
• 3 Agents (C1), 1 Social Services Assistant (C2) and 1 Technical Sports Assistant (C2).
• 2 Social Workers (A2), 1 Intermediate Law Technician (A2) and 2 Administrative Assistants (C2).
• Internal promotion positions: 2 Corporals (C1), 1 IT Specialist (A2), 1 Social Educator (A2), 1 Document Management Technician (A1) and 2 Territory Technicians (A1).

Appeals and publication

The agreements, which conclude the administrative process, will be published in the BOP, the DOGC, and the Corporation’s eTauler, and will be communicated to the General Directorate of Local Administration of the Generalitat de Catalunya and the State Administration.

A contentious-administrative appeal may be filed against these agreements before the Court of First Instance of Girona (contentious-administrative section) within two months of publication in the BOP. Alternatively, an appeal for reversal may be filed before the same body within one month.

The reorganization of positions has a direct impact on candidates in ongoing selection processes, who will see the announced positions and competition conditions modified. The replacement of social services profiles with sports profiles reorients the municipal staff toward the sports area, a decision that interested parties must take into account when applying or appealing the agreements.
