Palafrugell announces two social worker positions via competitive examination

The Palafrugell City Council has announced a selection process to permanently fill two social worker positions (group A2), as career civil servants, through an open-call competitive examination (concurs-oposició). The call and the rules were approved by Mayoral Resolution no. 2026/1756, dated August 12, 2026, and are published in full in the Official Gazette of the Province of Girona (BOP no. 169, of September 2, 2026, edict 7629, CVE BOP-2026_0_169_7629).

The positions, vacant in the Personnel Staff, are included in the 2025 Public Employment Offer of the Palafrugell City Council, published in the BOP of Girona no. 98, of May 25, 2026. The process is governed by article 56 and following of Royal Legislative Decree 5/2015, of October 30 (Basic Statute of the Public Employee), and by articles 94, 95, and 96 of Decree 214/1990, of July 30, of the Generalitat de Catalunya, regarding personnel in the service of local entities.

Characteristics of the position

The two positions are assigned to the Area of Social Action, Citizenship, and Youth, with a destination level 20 and a standard working day. The main function is to promote the autonomy and agency of the municipality’s residents from the first level of social care, and to prevent and intervene with individuals, families, and groups in situations of risk or social exclusion.

  • Detection and prevention of social risk or exclusion situations.
  • Reception and analysis of requests in direct care for the user and their families.
  • Individual and/or family treatment, monitoring, and assessment of different groups.
  • Processing and monitoring of individual and family benefits.
  • Management of the home care service and preparation of social reports and work plans.

Requirements and submission of applications

Applicants must meet the requirements before the deadline for submitting applications expires, among which the following stand out:

  • Hold Spanish nationality or that of a member state of the European Union (or cases of free movement of workers).
  • Possess a Diploma or Degree in Social Work, or equivalent qualifications or certifications enabled by the College of Social Workers.
  • Accredit Catalan language knowledge at level C1 (or equivalent according to Decree 37/2024), and Spanish C1 for those who do not have Spanish nationality.
  • Not be separated by disciplinary proceedings nor disqualified from exercising public functions.

The application must be formalized exclusively electronically via the City Council’s electronic office (seu.palafrugell.cat), within a period of 20 calendar days counted from the day after the publication of the announcement in the Official Gazette of the Generalitat de Catalunya (DOGC). No examination fees are established.

Phases of the selection process

The process consists of two phases: the competitive examination phase, with a maximum score of 60 points, and the merit phase, with a maximum of 30 points. Only those who pass the competitive examination will proceed to the merit phase.

  • Theoretical knowledge test (25 points): a test of up to 25 questions in 45 minutes, which is eliminatory (minimum 12.5 points).
  • Practical knowledge test (up to 35 points): resolution of practical cases in 2 hours, eliminatory (minimum 17.5 points).
  • Catalan language test (and Spanish for non-Spaniards): graded as pass or fail.
  • Merit phase (30 points): assessment of training (up to 10 points), professional experience (up to 13 points), and competency interview (up to 7 points).

The Qualifying Tribunal will be presided over by the head of the Area of Social Action, Citizenship, and Youth, with members including the coordinator of the Person Services Sector, a technical person from the area, and a member appointed by the EAPC. Results and notifications will be published on the municipal electronic office.

Impact for the municipality

The call reinforces the capacity of the basic social services of Palafrugell, a municipality of more than 20,000 inhabitants, at a time when first-level social care is key to the prevention of exclusion. For social work professionals, the process represents an opportunity for stable access to the local public service, with an assessment of experience in basic and specialized social services, and a six-month internship period before the definitive appointment as a career civil servant.
