Palafolls cedes the management of 20 social housing apartments to the Housing Agency

The Plenary of the Palafolls City Council, in the session held on July 16, 2026, approved the management entrustment agreement with the Housing Agency of Catalonia (AHC) for the allocation, administration, and management of the 20 official protection housing units under municipal ownership. The agreement was formalized on August 14, 2026, and is published in the Official Gazette of the Province of Barcelona on August 24, 2026 (official reference CVE 202610134332, file X2026004732).

A development funded with European funds

The homes are part of a municipal development of 20 official protection apartments under a social rental regime, distributed across two energy-efficient buildings at Pi i Margall Street, numbers 28 and 30 (sector 29) in Palafolls. The construction is part of the aid program of the Recovery, Transformation and Resilience Plan, funded by the European Union through NextGenerationEU, and is governed by Royal Decree 853/2021 and Resolution DSO/1503/2022, of May 18, of the AHC.

The project began with the municipal proposal presented on July 25, 2022, in the competitive bidding process convened by the AHC. The grant was awarded on May 28, 2024, and the construction contract was awarded via Decree 2025DECR001089, of March 31, 2025, to the UTE ELECNOR – SBBART, for an amount of 2,789,583.51 euros (VAT included). With the works nearing completion, the City Council has now entrusted the management of the housing stock to the AHC.

What the Housing Agency will do

The AHC, a public law entity created by Law 13/2009, of July 22, will assume the functions of allocation, administration, and management of the housing. Among its obligations, the following stand out:

  • Define the selection criteria for future occupants with the City Council and disseminate the allocation processes.
  • Convene the public allocation procedures and formalize the lease agreements.
  • Manage the collection of rents, the control of arrears, and legal representation in evictions and claims.
  • Monitor the proper use of the housing and prepare monthly management reports for the City Council.
  • Contract insurance and execute maintenance, conservation, and repair works.

In exchange, the AHC will receive a fee of 5% plus VAT on the amount of the monthly invoicing, while maintenance expenses, insurance, and taxes will be borne by the City Council as the owner.

Validity, monitoring, and signatories

The agreement has a validity of four years from its signing, extendable for a period of up to four additional years by unanimous agreement of the parties. A Monitoring Committee is created with one representative from each party, which will meet at least once a year. The expenses derived from the agreement are financed through budget application 0924.1521.22699 of the municipal budget.

The agreement is signed by the director of the AHC, Miquel Bagudanch Gené, and the mayor of Palafolls, Francesc Alemany Martínez, with the intervention of the municipal secretary. The agreement, which concludes the administrative process, will also be published in the DOGC and in the Agreement Registry of the Generalitat.

Impact on waiting lists

The transfer of management to the AHC will allow the 20 municipal homes to be placed on the social rental market once the works are completed, streamlining the allocation through the Agency’s public procedures. For the residents of Palafolls waiting for official protected housing, this agreement represents a concrete step toward reducing waiting lists and guaranteeing access to affordable and energy-efficient housing.
