Oviedo convoca por libre designación el puesto de gerente de Cultura

The Municipal Culture Foundation of the Oviedo City Council has announced the filling, via the free appointment system, of its Managing Director position, which is currently vacant. The call and its terms were approved by Resolution of the President of the Culture Foundation 2026/671, dated October 23, 2026, and are published in the Official Gazette of the Principality of Asturias (BOPA) No. 215, dated November 6, 2026, in section IV (Local Administration), under official reference 2026-08954.

A management position with a new statutory regime

The process follows two previous administrative movements. On June 2, 2026, the Municipal Plenary approved the modification of the statutes of the Municipal Culture Foundation, published in BOPA No. 165, dated August 26, 2026, which specifically affects the regime of the Managing Director through a new Chapter IV of Title I. Subsequently, on October 1, 2026, the Local Governing Board approved the job description for the staff positions list (RPT) for this management position.

The call is based on Article 13 of the consolidated text of the Public Employee Statute, approved by Royal Legislative Decree 5/2015, of October 30, and is resolved by free appointment subject to the principles of merit and capacity, suitability criteria, and a public competition procedure. The duties of the position are those listed in Article 14 of the new statutes.

Deadline, submission, and remuneration

  • Deadline: 15 business days starting from the day following the publication of the call in the Official State Gazette.
  • Where to apply: Registry of the FMC, General Registry or auxiliary registries of the Oviedo City Council, or through any of the means specified in Article 16 of Law 39/2015.
  • Documentation: application accompanied by a curriculum vitae including academic degrees, years of service, positions held, and other merits; documentary accreditation is required prior to appointment.
  • Remuneration for 2026: 18,358.98 euros in basic remuneration and 59,051.02 euros in complementary remuneration, totaling 77,410 euros per year. The figures are set annually in the municipal budget.

Profile: from A1 civil servants to private sector managers

Eligible candidates include career civil servants of the State, autonomous communities, or local entities belonging to bodies or scales of Group A, subgroup A1, as well as contractual staff of public administrations or private sector professionals with a higher degree (doctorate, degree, engineer, architect, or equivalent) and more than five years of professional practice in the latter case. If the appointee comes from the private sector, their relationship with the FMC will be formalized through a senior management contract.

The suitability scale is structured around three axes:

  • Academic training: master’s, degree or equivalents in art history and artistic expression, fine arts, history, archaeology, geography, philosophy and humanities, or cultural industries linked to design, animation, cinematography and audiovisual production.
  • Professional trajectory: management of cultural entities or projects with a dual focus on programming and bureaucratic management, with particular value placed on experience as a cultural manager in the public sector.
  • Management competencies: technical-administrative leadership of multidisciplinary and highly complex projects, institutional negotiation and mediation with private operators.

Designation, taking office and appeals

The President of the FMC will submit a reasoned designation proposal to the Local Governing Board, which may be declared void if the candidacies do not meet the requirements or the required profile. The appointment will be conditional upon the provision of supporting documentation.

The designation agreement will be published in the BOPA to open the period for taking office. In the case of civil servants, the cessation will occur within three business days from that publication, and the taking of office will be three business days if it does not involve a change of residence and one month if it does. If the appointment falls to someone who is not a civil servant, the contract must be formalized within a maximum of six business days.

An optional appeal for reversal may be filed against the bases before the Governing Board within one month, or a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Oviedo within two months, both periods counted from the day following the publication of the announcement in the BOE.

A key handover for the city’s cultural policy

Filling the position clarifies the executive management of the Municipal Culture Foundation at a time of statutory redefinition of the role, which gains weight as a governing body with its own functions. The process is of interest to the Asturian cultural sector and to public and private managers of facilities, programming and cultural production: in addition to directing the foundation’s activity, the designated person will assume institutional dialogue and negotiation with private operators on behalf of the Oviedo City Council.
