Por FactBox Admin

The president of the Board of Directors of Osatek, S.A. has opened a public selection process to fill the position of managing director of the company, through a free appointment procedure. The call was published in the Official Gazette of the Basque Country on November 3, 2026, issue number 210, with official reference 2026/4639. The position is vacant, and interested parties have a period of ten business days to submit their applications, counting from the day following the publication of the announcement.
The basis for the call is the agreement reached by the Board of Directors of Osatek, S.A. at its meeting on July 14, 2026. At that meeting, it was decided to fill the position of managing director of the company through the procedure established for filling direct positions in the health service organizations of Osakidetza. In compliance with that agreement, and having verified that the position is vacant, the president decided to announce the public call, following the free appointment process.
The legal basis of the selection process is established in several regulations mentioned in the official announcement itself:
- Law 8/1997, of June 26, regarding the Health Organization of the Basque Country (Article 27).
- Article 13 of the regulation known as the Basic Statute of the Public Employee.
- Decree 255/1997, of November 11.
- Decree 156/2016, of November 16.
- Decree 272/2011, of December 20.
Who may participate in the process
The bases provide for three groups of candidates: permanent employees attached to the health service organizations of Osakidetza-Public Health Service, whether as civil servants, statutory staff, or contract employees; civil servants of the General Administration of the Basque Autonomous Community and its Autonomous Organizations; and any other person, provided they meet the established requirements.
Three requirements are requested, however:
- Possession of a high-level university degree.
- Experience in administration and management.
- Management training in the public sector.
Where and how to send applications
Applications must be addressed to the company’s headquarters, Alameda Urquijo 36, 5th floor (48011) Bilbao, to the attention of Human Resources. The period of 10 business days begins the day after the publication of the announcement, and another means of submitting applications is also open: that established by Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure.
Along with the application, a curriculum vitae must be presented, which must indicate, at a minimum, the following aspects:
- Academic degrees.
- Positions held.
- Professional and management experience in the public sector.
- Studies, courses, lectures, publications, language knowledge, and other merits that the candidate considers appropriate.
Supporting documentation for the requested requirements and alleged merits must be attached, as well as publications, reports, or any other document if the candidate so desires.
Resolution and appeal
The call will be decided by an agreement of the Board of Directors of Osatek, S.A., and said agreement will be published in the Official Gazette of the Basque Country. The agreement has a specific date: Vitoria-Gasteiz, October 27, 2026, and the signatory is Gontzal Tamayo Medel, President of the Board of Directors.
An administrative appeal against the agreement may be filed before the General Assembly of Osatek, S.A., within a period of one month, starting from the day following the publication.
Filling the position through a free appointment means that it is not a process involving competitive examinations or contests, but rather an open call to present candidates for the Board of Directors to make a selection. The fact that highlights the public weight of the call is that the announcement was explicitly published in the official gazette, specifying the deadline, destination, conditions, and the appeals process. This is a step toward stabilizing and filling management positions in public health services in a more transparent manner, as it opens the high-level management responsibilities of companies within the scope of Osakidetza to competition among professionals with high-level qualifications.
