Osakidetza has issued calls to fill three director positions in the Directorate of Health Assistance

Osakidetza has published calls to fill three directorate positions in the Directorate of Health Assistance, all three of which appeared in the Official Gazette of the Basque Country (BOPV, issue no. 211) on November 4, 2026, in the Autoridades y Personal – Oposiciones y concursos section. Two positions will be filled by competition: Resolution 1776/2026, dated October 23, for the head of the Sección Sanitaria, and Resolution 1777/2026, of the same date, for the head of the Servicio Sanitario; both were signed by general director Miren Lorea Bilbao Arteche. The third, the head of the Servicio Corporativo, will be filled by free appointment through a call launched by the Directorate of People and Talent.

The legal basis for the calls is established in three regulations: the third general rule of Article 28 of Law 8/1997 (June 26, on the Health Organization of the Basque Country), Decree 186/2005 (July 19, which regulates the functional positions of Osakidetza), and Decree 255/1997 (November 11, which approves the social statutes of the public entity). In the two competition-based processes, Law 55/2003 (Framework Statute) and Royal Legislative Decree 5/2015 are also applied. Each resolution explicitly states that the position is vacant, which is the reason for the launch.

On November 2, a similar call was also published in issue no. 209 of the BOPV: Resolution 1775/2026, for the position of Servicio Sanitario de UGS, within the same directorate. On August 25, Resolution 1408/2026 opened a head of Sección Sanitaria position in the Unidad de Cronicidad y Fin de Vida unit.

Three positions and different selection methods

The three calls have different requirements, both in terms of language profile and minimum experience:

• Head of Servicio Corporativo: to be filled by free appointment; located in Vitoria-Gasteiz, shared working hours, and requires the PL3 language profile, with a mandatory date of 2023-12-03; must hold a position in group A1/A2 in any Osakidetza entity.
• Head of Sección Sanitaria: by competition; Medicine degree and group A1; PL2 profile, mandatory date 2024-12-03; at least three years in a specialty position.
• Head of Servicio Sanitario: by competition; Medicine degree and group A1; PL2 profile, mandatory date 2026-12-03; at least four years in a specialty position.

66-point scale and public defense

The two competition-based calls have an attached merit scale of 66 points, divided into three groups:

• Project and its defense: maximum 30 points (15 for the content of the project report and 15 for the public defense).
• Assessment of merits: maximum 30 points (13 for professional experience and 17 for training, teaching, and knowledge dissemination).
• Basque language knowledge: maximum 6 points, according to Law 10/1982 and Decree 67/2003.

The public defense must be announced at least 72 hours in advance, and the interview will also be public. To obtain the appointment, at least half of the maximum score of the entire process and half of the project section must be achieved.

The evaluation committee will be composed as follows:

• President: The director of Asistencia Sanitaria, or the head of Servicio Corporativo.
• Members: The deputy director of Asistencia Hospitalaria and the director of People and Talent, as secretary, with voice and vote.
• Three members, one of whom is appointed by IVAP, with the same qualification and level as the called position.

Fifteen business day period and consequences of the appointment

The administrative sections of the processes are as follows:

• Applications must be submitted within a period of 15 business days, counting from the day following the last publication in the BOPV and BOE.
• Place of submission: People and Talent directorate, Álava street 45, 01006 Vitoria-Gasteiz, or using the channels provided by Law 39/2015.
• Documentation: Certified photocopy of ID, passport or driver’s license, appointment, degree, updated certificate of services, management report and certificates of merits.
• The appointment will be temporary, for four years, extendable, according to the third common rule of article 28 of Law 8/1997.
• An appeal against the appointment resolution may be filed before the Board of Directors of Osakidetza, within a period of one month.

The three calls are a step toward renewing the organization’s management team, mainly to fill the head positions that are vacant in the Asistencia Sanitaria structure, and the selection criteria make it clear: a measured scale for the competition and, for Servicio Corporativo, free designation based on trust. As the processes progress, appointments will be published in the Official Gazette of the Basque Country and on the Osakidetza website, which will allow interested parties or citizens to follow the results.
