Osakidetza has called for a competition to select the head of the emergency service of Barrualde-Galdakao

The management of the Barrualde-Galdakao Integrated Health Organization of Osakidetza has called for a public competition to fill the position of Head of the Hospital Emergency Health Service. The call was carried out through resolution 2369/2026, dated August 19, and was published in issue number 181 of the Official Gazette of the Basque Country on September 22, 2026, with official reference 2026/3970. Since the position is vacant, it will be filled by competition, and the appointment will be for four years.

Legal framework and nature of the call

The resolution was signed by the managing director Gemma Fernández Peñalba in Usansolo, on August 19, 2026. The call is based on the Third Rule of Article 28 of Law 8/1997 (Basque Health Organization), Decree 186/2005, Law 55/2003 regarding the statutory framework, and Legislative Royal Decree 5/2015. The full resolution will be published in the BOPV, the Official State Gazette, and on the Osakidetza website.

Requirements for participation

Candidates must meet the following conditions by the last day of the application period:

• Be a statutory employee, civil servant, or permanent contract worker of any Osakidetza organization, or a permanent statutory employee of health organizations within the National Health System, in active service or in a situation corresponding to a group A1 position.
• Possess the qualification and specialty corresponding to the position of the call.
• Certify at least four years of work experience in any specialty of group A1.

Applications and deadlines

Applications must be addressed to the Personnel Directorate of the Barrualde-Galdakao Integrated Health Organization, at the address Labeaga Auzoa 46A, 48960 Usansolo, within a period of 15 business days starting from the day following the final publication in the BOPV and the Official State Gazette. The submitted documentation must include a documented curriculum vitae, a certified photocopy of the identity document, certification of appointment, certification of qualification, an updated service certificate, and a draft management memory.

Evaluation committee and selection process

Once the application period has ended, the management will publish a provisional list of accepted and rejected candidates on the Osakidetza website, stating the reason for rejection; rejected candidates will have a period of 10 business days to file a claim. Along with the final list, the composition of the Evaluation Committee will be published: it is chaired by the medical director and composed of the deputy medical director or a service head from the General Directorate of Osakidetza, the personnel director (as secretary, with a vote), and three members, one of whom is appointed by IVAP.

Merit scale

The scale provides for a maximum of 66 points:

• Project and its defense: 30 points (project report 15, public explanation 15).
• Organizational and management section of the project report: 7 points; assistance section: 5 points; teaching and research: 3 points.
• Work experience: 13 points.
• Training, teaching, and dissemination of knowledge: 17 points.
• Knowledge of Basque: 6 points, according to Decree 67/2003.

To obtain the appointment, at least half of the maximum score of the entire process and half of the project evaluation must be achieved. The committee will make a proposal to the management directorate in favor of the candidate who obtains the highest score; if no one obtains the minimum score, it will be stated that the call has remained vacant.

Appointment and appeals

The position will create a temporary appointment for four years, extendable according to the Third Additional Provision of Law 8/1997. The appointment resolution will be published in the BOPV and on the Osakidetza website, and an appeal against it may be filed before the general director of Osakidetza within one month. The same appeal may also be filed against this resolution, within the same period.

This position will guide the organization, management, and assistance objectives of the entire hospital emergency services of a reference hospital area, which will have a direct impact on the hospital activity in the Galdakao area and the quality of emergency care. Since the process is by competitive merit, the candidates’ management project and professional experience will be the main factors determining the selection.
